The L.I.C.A. is an abbreviation for the Local Immigration Control Act.
It combines Social Security card reform, an increased budget for I.C.E. (Immigration Customs Enforcement) and a more effective way of deportation of illegal immigrants. It also includes a method for protecting one's identity from being used by an illegal immigrant to get a job.
This has actually been supported by various experts (Bryan B., Jacob B., Knight B.B., Professors at SHKU) as the most effective way to combat illegal immigration.
The L.I.C.A. has met various problems in the past. One problem L.I.C.A. faces is that it enforces the fining of businesses who hire illegal immigrants, possibily causing those businesses to close down.Another of the obstacles facing the legislation of the act is it's controversial funding. If L.I.C.A. was enacted, it would use so-called useless government funding (assets used by the government for political reasons rather than for public benefit) for funding. It takes $17.2 billion in wasteful government spending, along with General Federal Revenue, to finance its plan. When this funding is cut it will leave teapot museums, fruit fly research in France, completely unfunded. In America, some congressmen believe that they should continue to be able to use this money so they can bring these well-meaning programs into effect or keep them running. They oppose L.I.C.A. for violating the practices of congressmen who are, in some peoples opinions, working for the betterment of their districts.
Though L.I.C.A. is viewed as overall an expensive plan, L.I.C.A supporters argue that it is costing Americans more to ignore the law. The proposal of L.I.C.A. has upset many who argue that no one plan can solve America's illegal immigration problem. L.I.C.A supporters suggest the act would solve many of America's problems concerning document forgery, illegal immigration, and unemplyment Another issue of opposition is amnesty. L.I.C.A opponents support amnesty saying that illegal immigrants take those jobs Americans will not do and spur the growth of our economy.
