Julian Yulin Yang is a legal counsel and practices arbitration. He is a Harvard graduate and business professional. Biography Julian was born in Lin County, P.R China.(1949) He participated in the "Cultural Revolution" at the age of 16. He was a worker at Beijing No. 1 Machinery Factory.(1969) He was a soldier in the Chinese army.(1971-1975) Julian was a customs official, diplomat, researcher, writer, interpreter, legal adviser, arbitrator, businessman, poet, and swimmer. Julian now is the Vice Director-general of the Asia Pacific Great Wall lawyers Alliance of China, the Managing Director of Tian-ji Law Firm , a member of the Alliance which performs international finance, intellectual property rights, environmental protection, real estate, as well as litigation and arbitration. He directed and worked for criminal cases such as tax evasion, defraud, political corruption and corporate corruption. Mr. Yang worked as a legal advisor for the GE transportation in the USA (1989) . He was a Mason Fellow and a visiting research fellow at Harvard University.(1988-1992) Chinese Public Service He was a customs official working for Beijing Customs House. (1975-1977) A diplomat sent by the Chinese government stationed in Brussels, Belgium.(1983-1986) He was a deputy division chief of the General Customs Administration of China (1986) and a division chief of the Economic Reconstruction Commission under the State Council of China (1987) . He participated in the policy-making on economic reform especially in the foreign trade area and drafted plans to the top leaderships of China from 1987 to 1988. He was one of the early experts to introduce the Value Added Tax (VAT) to China. (1988) Private Practice Julian invested and managed a musical hall in downtown Beijing from 2002 to 2003 that provided mixed shows of Beijing opera, Chinese traditional music and Western music. He was a guest host of a TV program “The Graces” in Beijing Television Station in 2002. He organized and hosted the third, sixth, eighth and eleventh “Harvard Forum” in China from 2000 to 2006. He attended Harvard Alumnus Global Leadership Conference in 2006, 2008, 2009 and 2010 representing China. He served as legal counsel and funds custodian for the first Sino-Canadian co-production film which won the prize of the International Rome Film Festival in 2008. He has been legal advisor for international celebrities and performing stars. He provides legal advice for multinational corporations in doing business and conducting projects in China.(1999-present) He served as an arbitrator from 2005-2010. He is now a legal adviser of: ---China SME Association ---China Information Association, Private Enterprise Branch ---China Green Foundation ---China Life Care Association He is now a board member of: ---Harvard Club of Beijing (China) ---Vantone Charity Foundation (China) company He is a member of the American Chamber of Commerce in China. Publication Julian co-wrote two books and co-translated two other books. The name of the books are: “Conventions on the World Customs Organization”(1983), “Customs Valuation”(1984), “200 questions on China’s Economic Reform” (1988) publisherand “Memorandums on China’s opening and Reform (1978-2008)”(2008). Julian took his undergraduate studies at Beijing University and during his second year, qualified to study at the Renmin University of China , where he obtained a master degree in law. He graduated from Harvard University with an MPA from the Kennedy School of Government and conducted research as a three-year visiting scholar at Harvard Law School. He took training courses for arbitrators at Tsinghua University of China and is currently serving in the panel of the Beijing Arbitration Commission . Critisism Critics regarded Julian Yang as an opportunistic. He blindly followed Chairman Mao's call to be actively involved in the Cultural Revolution. He was a Red Guard and accused school principals, governors and the Chairman of the State during the Revolution(from 1966-1969). While at his peak of profession for public servant working for the top leaderships of P.R. China in late 1980s he decided to leave his very promising post to go to the United States for further education. A year later his institution was dismissed followed by the stepping down of the Chinese prime minister. In 1992 while the Real Estate was very popular in Hainan province of China, he decided to leave the business. A year later the bubble of Real Estate in Hainan was broken, he almost got trapped in the economic collapse. When he was a young boy he had a dream to become either a musical conductor or film actor. Due to political reasons and the living environment he could not realize it. This is the biggest loss of his career and great failure of his life so far.
