Jill K. McNulty was born in Peoria, Illinois. She was elected an appellate court justice for Illinois’ First Judicial District, Sixth Division in 1990 and left office in 2010. Prior to leaving office, Jill K. McNulty was a member of the appellate court panel that issued the precedent setting Illinois torts law opinion Arthur v. Catour 26 Ill.2nd 72. This opinion first provides guidance for evidencing through expert testimony tort damages for medical treatment under the "collateral source rule", where the claimed medical damages remain unpaid by the plaintiff. The "collateral source rule" is a rule of law that states that a plaintiff is still able to collect reparations though they made contractual provision (through for example payment of insurance premiums) for another to also compensate them for the damages and may have already been so compensated. From 1979 to 1982, Jill K. McNulty was an Illinois Associate Circuit Judge, and an Illinois Circuit Judge from 1982 to 1990. She received her B.A. and her J.D. from Northwestern University.
