Fully qualified

A fully qualified object is one in which the object is unambiguously identified within the implied scope of the object.
Examples
* A fully qualified Universal Resource Locator is an Internet address that is capable of being parsed by a name server into a unique resource within the scope of the Internet.
* A fully qualified measurement is one that specifies all of the metadata needed to uniquely identify a particular measurement within the context of an experiment.
* In computer programming, a fully qualified name is an unambiguous name that specifies which object, function, or variable a call refers to absolutely.
