Born June 6, 1956, Offutt attended public schools in the Platte County R-3 School District before graduating with honors from Northwest Missouri State University, Maryville, Missouri. Mayor Offutt is serving his seventh term as Platte City's Mayor. The fourth generation of Offutt's serving local government, Mayor Offutt was voted to his first term in April 1998 and re-elected to a second term in 2000. Offutt began third term in 2008, and returned to office in 2010, 2012, 2014 and 2016. Prior to his election in 1998, Mayor Offutt served two terms on the Board of Aldermen in Platte City’s second ward. Mayor Offutt's administration continues to pursue the expansion of the city's interstate economic development district as well as sustain objectives for the redevelopment of Platte City's Main Street corridor.
