Dmitry Haustov

Dmitry Viktorovich Haustov (; 23 March 1977) is a candidate of Juridical Science, Associate Professor in the Department of Environmental and Land Law of Lomonosov Moscow State University Faculty of Law, He was born on March 23, 1977 in Moscow.
Education
He entered Lomonosov Moscow State University Faculty of Law in 1994 and graduated successfully in 1999.
He studied full-time at the graduate school of the abovementioned faculty in the Department of Environmental and Land Law from 1997 to 2000.
He defended the candidate’s dissertation on the “Public Legal Agreement as a Special Instrument of State Regulation of Nature Management” (thesis supervisors - Professor N.N. Osokin and Professor A.K. Golichenkov) in June 2003. The defense took place at the Faculty of Law of Lomonosov Moscow State University .
He was awarded the academic title of Candidate of Juridical Sciences by the decision of the Higher Attestation Commission Presidium of the Russian Federation Ministry of Education and Science on October 17, 2003.
Career
Teaching activities
Dmitry Haustov has been working at the Faculty of Law since April 2003. He gives lecture courses “Land Law” (since 1997) and “Environmental Law” (since 1996) in other departments of Lomonosov Moscow State University. He also gives special courses “Energy Law” (with P.G. Lahno, I.A. Ignateva, G.A. Volkov. and M.I. Vasilieva) and “Topical Issues of the Natural Resources Law” (with A.K. Golichenkov, G.A. Volkov and O.I. Krassov) .
He has worked in the position of Assistant in the Department of Environmental and Land Law at Lomonosov Moscow State University Faculty of Law from April 7, 2003 to May 31, 2010.
He became Associate Professor of the abovementioned faculty on June 1, 2010.
He is actively involved in student activities: he worked as supervisor of the first- and second-year student groups, and he worked as Senior Curator of the Faculty of Law first-year students in 2010 and 2011. The Jurassic student magazine has been published regularly at the Faculty of Law since 2007 thanks to Dmitry Haustov. He also supervised the Club of the Funny and Inventive (KVN) on behalf of the faculty from 2006 to 2008.
He is also actively involved in administrative work of the faculty: he was Deputy Executive Secretary of the Faculty of Law admission board from 2004 to 2006.
Legislative activity
Dmitry Haustov participated in developing the basic draft of the general part of the Russian Federation Environmental Code in 2006 and 2007 and developing the basic draft of the special part of the Russian Federation Environmental Code in 2007 and 2008.
Professional activities of Dmitry Haustov are not limited to the framework of academic specialization. He successfully prosecutes diverse cases in arbitration courts, intermediate courts, and courts of general jurisdiction; he is actively involved in the lawyers and attorneys working groups designed to defend interests of particular clients. Two cases at hand can be cited as examples of Mr. Haustov’s legal practice during the last three years: the case of I.I. Bakulin, the Federal Fishery Agency assistant director charged for large scale fraud (in cooperation with I.V. Yurtaev, attorney, and E.I. Efimova, K.I. Mitroshina and A.S. Yarkov, lawyers), and the case of A.S. Chernozubov, Delovaya Stolitsa Holding president charged for large scale fraud, in which as of the date of publication two out of the three persons involved in the case have been declared not guilty (in cooperation with I.Y. Tarvid, M.A. Chizhova, I.V. Yurtaev, attorneys, and E.I. Efimova, K.I. Mitroshina and A.S. Yarkov, lawyers).
Present posts and projects
He became Chairman of precinct electoral commissions in 2003 (#2538 of the “Vernadsky Prospekt” Moscow district and #2630, #2634 and #2621 of the “Ramenki” Moscow district) during the period of state and municipal elections. Successful operation of the commissions during election campaigns was repeatedly highlighted by commendations and letters from executive district officers and heads of the territorial electoral commission.
Dmitry Haustov has been Visiting Inspector for protection and use of land in Moscow region since 2000. He has also worked part-time as Assistant Attorney at the “Reznik, Gagarin and Partners” law office from July 2003 to 2004 .
He was admitted to the bar on December 23, 2004. Dmitry Haustov and colleagues set up the “Khaustov, Yaschenko and Partners” law firm in 2005 . He worked there as Managing Attorney (Director) until 2011. He has also been Head of the “Yuracademia of Kutafin and partners” Moscow law firm since 2011.

Dmitry Haustov’s research interests include the issues of correlation between public and private law bases in environmental and land law; methodology of environmental law; the legal basis of state involvement in land and environmental relations; public contracts in land and environmental law; institute for licensing in natural resources law; legal issues of categorization and recategorization of land; legal issues of record keeping systems and state registration of rights to land and other natural resources; topical issues of subsoil legislation; energy law; and legal regulation of building design, construction, commissioning, and operating facilities used for economic activities.
