Bill Horn is an American elected official in San Diego, California. He serves as a member of the San Diego County Board of Supervisors representing County Supervisorial District 5. He is a Republican, although county supervisor positions are officially nonpartisan per California State law. District 5 includes Borrego Springs, Bonsall, Carlsbad, Camp Pendleton, De Luz, Fallbrook, Oceanside, Pala, Pauma Valley, Rancho Santa Fe, Rainbow, Ranchita, San Marcos, Valley Center, Vista, and Warner Springs. District 5 covers nearly 1,800 square miles of North San Diego County, four cities, and a combined population of nearly 700,000. Tourism and agriculture are major industries in the Fifth District.
