Benjamin A. Neil is a professor of accounting in the College of Business and Economics at Towson University in Baltimore; he has taught there for more than 20 years. He earned his JD from the University of Baltimore in 1978. In the 1980s Neil was an assistant state's attorney for Maryland. In the 1990s he was chair of Baltimore's zoning board. In 2013 Neil faced accusations of plagiarism for using other scholars' work in his own publications without proper attribution. Neil denied having committed plagiarism and said that the problem seemed to consist of not using quotation marks; the Baltimore Sun reported that in some of the instances it investigated there was no attribution of other sources. Neil subsequently resigned from his position as chair of the Baltimore school district's ethics panel.
