Name
Antagonist - The Individual or Group that the Operator must contend with due to the situation meeting the APA Criteria:
1. No Safe Passage, holding ground is not possible.
2. When the need to Rescue or Extract outweighs the danger in doing so.
3. To avoid Counter-domination.
Perpetrated - The Antagonist has brought about the situation through their own actions.
Aggression - in its broadest sense, is behavior, or a disposition, that is forceful, hostile or attacking. It may occur either in retaliation or without provocation. In the context of APA it means that the Aggression is coming in such a way as to trigger one of APA’s three criteria.
Origin of the Method
APA existed in early form many years before the term APA was used to represent it. It took shape in the formative years of the founder. Being surrounded by giants of the Chinese martial Arts World from a young age gave the opportunity to learn from the best and with an abundance of fellow students also provided a testing ground in which to study the science of combat and to observe what functions are taking place both internally and externally. This period of study started from the age of 8 and went from training with friends to real life altercations as the years passed by.
The fruit of these many altercations was awareness. Yet in the words of the founder ‘ I was without inspiration though that would come in my next year. My secret motivation was Fear’ The inspiration was to come in the form of various teachers who were all exceptional fighters. Exposure to these teachers and constant testing led to the essence of APA being born. The essence arrived after an objective was set, to find the most consistent and direct path to combat. The first inspired moment brought about the ‘Root’ of APA the RCD Root Common Denominator ODD and EVEN and Simultaneous Multiple Action Process SMAP these became the essential guiding light in the development of APA as well as being two questions that would need to have answers that remained consistent regardless of circumstances.
Its very easy to say Simultaneous but its very difficult to define it and develop a method for linear time humans to develop it and more importantly understand it. The first Solutions to the questions posed were how to answer the moment of Simultaneity meaning to not be reactive instead to be responsive or pre-emptive to the moment this is achieved through the Natural Stance. The next was to allow for this Simultaneity to become bonded with progressive forward movement the Check Set. This was the beginning.
Development
Though its Origin came from the realm of unarmed combat APA does not seek to be defined by its use of Simultaneous Close Combat. Instead it seeks to raise the bar and provide a unifying non contradictory package with APA’s Logic and Simultaneity at its very core. The first link in the chain of APA’s Simultaneous Combat Protocol is that of Tactical Riot.
The purpose of Tactical Riot Control is to ensure the quick return of normal operations to the area. Any action which causes damage to the community will impair quick recovery and inflict great cost to society. Crowd control elements should avoid the use of of Chemical Riot Control Agents because dispersed munitions escalate tensions by causing alienation between local citizens and Authorities.
Riot Control is a demanding role though is not known for its sophistication around the world. Often those in the Riot Suits and behind the shields have been drafted in from other districts in order to help with a big event this can be seen at the large summits held around the world. Hundreds of Police and a variety of Non Lethal Weapons. While these events are taking place with low rank officers keeping order behind the shields there are often highly trained individuals trained in all manner of weapons and tactics which are more akin to Military Special Forces than they are to the average Police patrolling the neighbourhood. These highly trained individuals are often not used when Riot Police are despatched. This means that though these individuals are highly trained, the requirements for them to be dispatched often require a severe potentially lethal situation that requires their specific skills. Thankfully severe situations are far less common but this does mean that their real time exposure to extreme violence will be far less than those facing it for example in the Riot Division having bricks and petrol bombs thrown at them. So though the specialist team may have the training they may have to gain their confidence while on the job. While those with less training (and less Tax dollars spent) are facing the Violence and gaining confidence. Neither of these situations is idea. Superior tactics beat disorganized experience as demonstrated in Taiwans worst riots in the countries history. This situation was identified early on with the realization that a team trained in APA could be used and should be used as the spearhead of the Riot Police as it gives them much needed exposure and gives the department who funds their training a more sophisticated answer to Civil unrest than a bigger stick. APA does not rely on brute force or numbers instead it relies on the intelligence of each team member which has been honed through the training of APA. A highly trained team of APA Operatives can then instead of being a series of walking shields become a mobile team that can penetrate into the crowd and safely extract the ring leaders with the least amount of Antagonism to the peaceful members of the crowd. The result is the highly trained APA Operatives (Taiwan SWAT) are trained in Tactical Riot and so bring the Tactics and Logic from that realm into Riot control. Rather than grasping for a better result with officers from various backgrounds holding a shield, this way upgrades the approach and tactics of the whole force through the leadership of APA Command and the APA operatives leading the way on the ground.
APA Tactical Riot was just the beginning after its successful implementation in the worst riot in Taiwan's history. APA system logic spread into other areas of Law enforcement as the letters started to come in from officers sharing their experience with APA and how it saved and/or aided them in recent incidents. Official Selection
APA is a Method of Simultaneous Combat field proven and in use by various groups around the world. It came to be chosen as THE Method of Taiwan SWAT after it met 3 criteria, these were as follows:
The Combat Protocol must be exclusive to Special Tactics use. Its training and methodologies are classified and unavailable to the general public.
The Selection and Approvals of the Training Systems and the Instructors must be free of any Conflict of Interest, Preferential Treatment or Influence Peddling.
The Training Methodology must be non-contradictory to law enforcement purposes of interdiction. The training must tightly integrate close quarters extraction, combat marksmanship and assault team tactics. The combat system must pass real-time rigorous testing for effectiveness and accordingly comply with the highest international Codes and Standards for Law Enforcement.
These criteria were put forward by General Lo Chan who accepted the position of National Police Commissioner. This was in the early 1980’s when General Wego Chiang Secretary General of Taiwan's National Security Bureau in conjunction with Minister of the Interior Wu Po-hsuing issued a National directive calling for the formation of National Special Tactics Units in order combat heavily armed organized crime.
After the comprehensive examination of over 300 systems and instructors, the National Police Administration Special Training Division picks the APA Tactical simultaneous counter attack terror interdiction methodology of high-speed extraction, tactical riot, close security and advanced Maneuver Warfare as the official Tactical CQC protocol.
In the following months Chief Instructor Chris Mar finalizes APA field documentation and multi-media training support materials with Group Commander Jerry Chen and 15 APA Assistant Instructors. The APA Instruction Team conduct the first 10 week 350 National Police Instructors to form the foundation for APA Tactical CQC Long Term Training regimen.
After the first group of National Police Instructors complete special tactics training, exemplary active -duty officers from various departments form the First Division SWAT Teams and complete 8 weeks of intensive training. Courses include APA-CQC, Combat Marksmanship, Combat Assault team, Advanced Criminology, structure clearing, dynamic entry, combat stress marksmanship, tactical rappel, and advanced high speed vehicle control.
APA was deemed to be the solution to the problems faced at the time though also has become the solution to problems and challenges unforeseen at the time. This has led to areas of Policing in which officers are facing Antagonists coming under the lens of APA and new solutions coming forth for the benefit of all.

On 10th October 1985 APA Tactical was broadcast live on Taiwan's National television performing a presentation for Presidential Review. This was part of Taiwan's Double Ten Celebrations 100th Anniversary of the Republic of China
This picture captures what was the first ever public display of Taiwan SWAT - 66 members of APA SWAT Instructors team received a Standing ovation from the 10,000 member audience inside the venue, but the presentation was later criticised for its extremely realistic portrayal of violence on National television.

PROPAGATION
Linear Hierarchy
The Linear Hierarchy a building block of Skills begun in Level 5 (Levels 5>1) with Root Principles
(Principle to be consistently upheld), Root Common Denominators (Commonality of that
component displayed in its most basic form) and Compound Root Common Denominators
(Multiple components consisting of more than one Separate Skill integrated with a Primary
motion Posture) in place, understood and upheld with consistency the Hierarchy now
builds with Level 4 separated Skills.
A beat system is used to designate timing used within APA, actions per beat. A standard
single period of time used is 2 beats within a total of 240 Beats Per Minute. Each beat is
valued at 0.25 seconds, 2 beats being 0.50 seconds so there are 4 beats per second.
The timings and terms build as follows:
Single - with up to four actions in a single unit of time (2 beats)
Doubles - a single unit of two strikes completed within 1 beat.
Triples - a single unit of three strikes within 1.5 beats.
• Single, Doubles and Triples are each considered a single unit as all are completed
within 2 beats.
• Doubles, Reverse Doubles and Triples though they are single units are composed
of more than one strike and are therefore considered separated multiples.
Level 4 separated Skills:

The Linear Hierarchy builds skill sets step by step from simple to more complex once the
this has been completed the Hierarchy becomes a Matrix of options.
The format within the Hierarchy is as follows from the most basic beginning with Primary
Motion Postures, Ready Stances, Waist Turns and Linear Steps. Root Common
Denominator Sets come next which present all common components with a common
objective within one set. Root Common Denominator Sets introducing separated skills
continues building up the Linear hierarchy of Skills.
• A Multiple Root is a sequence of Singles and/or Doubles, Triples combined with a
transition in the Primary Motion Posture for example a triple, Fist 1-2-3 combined
with a Drag Step Forward.
• Combinations are Multiple Single Units,
• Series a sequence of Combinations, Singles and Separated Multiples and a
• Set is the total of all strikes which relate to the same Root Common Denominator.
Solution Matrix
When the Linear Hierarchy is completed meaning all of the principles are in place and
have become second nature all elements are transferred into the Solution Matrix. This is
now a pool from which the appropriate response is pulled and contains all the separated
skills propagated so far. The smallest component of the Matrix to be triggered is a Semi
Step being brought about through Facilitation of Alternatives. Though all propagated
components are available as non sequential SMAP. Where the Root Principles and Root
Common Denominators are the foundation and focus within the hierarchy and are always
foundational now within the Matrix another foundation is formed from the Dedicated
Angles.
The Solution Matrix built upon the foundation of the Dedicated Angles which are them
selves built upon the hierarchy. Each Dedicated Angle consists of 3 stages of combat,
Semi Steps/Dynamic Phase/Simultaneous Multiple Action Process. The Dedicated Angles
are each unique angle (Intrapersonal: Distance from Weapon to target) changes not
position changes constructed from Multiple Root components, here APA displays its
uniqueness as the Angle is the foundation which is communicated via the most important
element the footwork, everything additional to this is an extrapolation of the original Angle.
All follow the same organizational format as follows:
Full Stop - Contains all historical information concerning the particular angle and
represents the root mechanics. Any detail and or movements are found here in a large
frame for clarity and understanding and the components proceed in Full Stop motion.
Every detail must be present and perfect as this is Propagation and any deficiency here
will mean even more deterioration in Implementation as naturally there is decline in detail
in real time so the more complete picture we begin with the less overall deterioration
occurs in Implementation.
Semi Step - Full Stop movements are combined to form 3 separate Semi Steps
/Simultaneous Multiple Action Process, each with a particular role. The Semi Step is a
Dynamic Phase which does not repeat the Full Stop movements, instead its focus is on
smooth and flowing focused energy always in transition any superfluous details are
removed. This phase of propagation serves to build the velocity and flowing energy while
maintaining constant awareness and contact with the Front Plane and how to transition
into any Semi Step not just the next in a specific Dedicated Angle.
Three Semi Steps/Dynamic Phases:
1. The 'Stop' of Antagonist momentum this in itself may allow transition directly to the
control phase.
2. The 'Attack' to build the probabilities for the next step of control. It is only required if
resistance is met or to build optimum probabilities. The next phase of control needs
to be understood as opportunity for free extrication of the situation not control
through domination. Also it is always preferable to avoid escalation of a situation so
to use the Attack portion of the Semi Steps when unnecessary will only lead to a
more enraged and resistant Antagonist resulting in a escalating situation and
Accidental Violence. So while Role Escalation is a necessity so is the maintenance
of the 2 % and Role Escalation and unnecessary escalation of an event are two
very different things.
3. The Control may come about directly if the possibility is there or as a result of the
Stop or if faced with resistance Stop-Attack. It is accomplished through Physical or
Psychological threat, pain, injury, death or loss of response ability, incapacitate.
Inclusive of Locking, Downing, Throwing, Pre-extraction, Standing Locks,
Groundwork, Controls, Moving to Closed Control, etc. With all downwards
components (Components using gravity) , if it is unavoidable then prior to these
being implemented a break of balance must be used this takes advantage of built
up tension, weight placement or momentum to achieve the gravity assisted down.
All up gravity kneels, stands, and rises must compel the antagonist to comply
through pain compliance and / or pressure point usage. Weapons and the threat of
deadly force or disabling injury can also be used to control, voice commands
should be calm, confident and precise and be accompanied by sign language or
physical touch to guide and encourage the desired response. With all control
movements when committed to one antagonist the incoherent 51% has to present
(as it always should be within the envelope) and focused upon in order to not be
flanked or overwhelmed by numbers.
Full Step - The Semi Steps are now joined together as full step Dedicated Angle. The timing in
between each of the 3 Semi Steps within a Dedicated Angle is very important as the
transition is a key to Simultaneity The transition should accelerate into the next Semi Step
always going beyond the 110% in order to maintain the envelope this works in conjunction
with Posture Maximization.
The integration of the Semi Steps into a single sequence with a quality of smooth flowing
focused energy. At first this applies to the Semi Steps that are unique to that angle, after
familiarity is gained a Full step can be the integration of any Semi Step, the only
requirements are that its continuous, fluid and all percentages remain to guide the
process. This means the practice can be slow, smooth and flowing or double speed as
long as its consistent in its approach and the difference between Propagation and
Implementation always kept clearly in mind.
All Semi Step/Dynamic Phase/SMAP in the Sequential Matrix are cause state solutions
and are interchangeable nodes of the matrix (A node being the smallest component of the
matrix which is a Semi Step). This means that they create a favorable reaction in the
Antagonist allowing for the building of probabilities. Depending upon the unique situation
any node can interact with any other within the Matrix making it clear the matrix is not
bound by set Dedicated Angles all can be freely interchanged.
The node will be triggered either via the 3 times of attack - Before preparation, during
preparation, mutual exchange and the 3 ways, or from any Phase as a Full Step Dedicated
Angle - triggered via 1 node though through Full Step Sequence this triggers 3 nodes in
total. A Full Step Dedicated Angle can be initiated from any phase the deciding factor being
what is appropriate for the present moment and the moment to come.
Summary: Linear Hierarchy > Solution Matrix
The Hierarchy builds Skills in a logical manner from the simple to more complex. Level 5
skills are built upon through CF, CK, CC 's. APA's beat system is introduced and all
foundational skills are further enhanced and ingrained to second nature through Separated
skills practice.
All Single Units consisting of Singular and Multiple Separated Skills are completed within 2
beats @ 240 Beats Per Minute. Separated Multiples are for example several strikes on 1
beat or 3 - 4 strikes within 1.5 beats as opposed to 1 completed Single within 2 beats.
All skills propagated within the Linear Hierarchy are transported to the Solution Matrix.
This Matrix contains all propagated skills in the form of Nodes, these Nodes represent the
Semi Steps propagated within the Dedicated Angles. A Full Step Dedicated Angle then
would trigger 3 Nodes of the Matrix.
The Intent of APA is Control over the environment and those present through raising
probabilities in our favor while not unnecessarily escalating. There are only three reasons
to engage these are 1) Safe passage is denied and to hold position is untenable - poses
increased risk. 2) To avoid overwhelming counter force. 3) The need to rescue or extract
outweighs any danger in doing so.
As with all components within APA there are two principles to training a component so that
it becomes second nature. The first is threshold training were often in life the extreme
side of training is recognized as the limit and the time to stop. Instead within APA this high
point at the threshold is where training begins as part of the foundation to be rapidly
acclimatized to. The second principle is through attrition, high volume of perfect practice
instead of building perfection, imperfections are eliminated through volume.
There are two processes present in APA, Propagation and Implementation bridged via
Methodology. Propagation is a course of training that is relevant and in sequence to allow
for the integration of necessary skills to meet goals and requirements of the course and
preparation for the real world. Implementation is real world usage of these skills.
The goal of Propagation then is the acquiring of skill and understanding making these
second nature and ultimately unconsciously cognizant of the process. To do this
Propagation is divided into Levels to allow for specific skills to be developed in each Level
and subsequently to be built upon in proceeding Levels, the Linear Hierarchy
Implementation is understood through 3 ranges:
Medium Range: This is weapons range or the line of sight where it is possible for a
projectile or edged weapon to make contact. This range can vary greatly depending upon
the weapons involved and operated by the Antagonist/s from a 9mm handgun to a 50 cal.
Rife capable of shooting through walls. Therefore the environment needs to be considered
also as while we may not think there is a line of site as we may be taking cover behind a
presumed safe object not realizing the capability of the weapons used against us.
Intermediate Range: This is within the range of weapons at arm length to elbow and foot to
knee. This range is more effective in gaining control over variations in angle to enable
higher probabilities in the search for opportunity.
Closed Range: This is where upright grappling takes place, and where eye gouging and
biting would be used. It is the control range where all extraction and escorting takes place.
Confrontation is spontaneous and is either planned in order to achieve mission objectives
or as a result of ambush. In these situations of confrontation fine motor skills or those that have not become second nature are unable to function due to the stress and Adrenal
release so the body reverts to that which is most embedded into our nervous system and
muscle memory the foundation. This is where APA's method of attrition comes in removing
the unnecessary to leave the gold. We seek to reduce error in our numbers rather than increasing numbers and maintaining the same level of error.
Through high volumes which breeds familiarity and accompanied by maturity, as the more mature one is the more experience there will be to draw upon to make decisive and tactical decisions. This leaves one with a newly ingrained skill able to function instantaneously as a second nature reaction.
There are then three characteristics that affect how sophisticated a motion is and whether it is second nature or not, these are:
• Experience with the specific movement leading to...
• Familiarity of specific components and their interactions supported by...
• Decisiveness and Intelligent tactics as a result of personal maturity.
The result is absolute Freedom through the discipline of following the Hierarchy and the Solution Matrix.
TERMINOLOGY
The ‘Terminology is the Technology’. APA has a unique terminology which is introduced in the beginning of Propagation where all Operators go through Language Systemization. This ensures that Propagation remains 110% clear and free of ambiguity and personal interpretation no matter how far from the source. Everything within APA is deliberate therefore the language used is also very deliberate. Propagation of skills and Management of Infrastructure to meet the needs of a system that is self sustaining far from the source required/requires specific language to bring clarity and specific meaning to specific terms. So the key to successful - achieving stated goals and consistent propagation is ensuring that the message we want communicated, the thought, is done so with no change. How can this be achieved with no blurring of the original message? This is why APA uses the phrase ‘Terminology IS the Technology. Tie the thought which in itself contains the Eureka moment, the inspiration and the logic to a specific term.
THE 4 PRINCIPLES OF SIMULTANEOUS COMBAT PERFORMANCE
All Simultaneity is a dimensionality whose properties encompass conceptual space/time. Cognizant Simultaneous functionality must initiate from Full Forward Compression and accelerate without distortion or superfluous nature. The transfer of energy is a positive work force which exceeds tissue, bone, cellular or nerve capacity and elasticity. Sequential Activity is interconnected by transitional moments upon dynamic penetrated points which are diagrammatic targets. Simultaneous continuity exists through the generation of an operator initiated Envelope which can only be sustained by adherence to each and all 4 principles at once. The 4 Principles establish the absolute standard which Simultaneous Processes are qualitatively measured and each Principle is a stand-alone reference used as the basis for analysis of antagonist performance ultimately for the purpose of fulfilling the system objective of obtaining the highest probability of total control over the tactical locality. The Subject Objective involves the necessity of armed and unarmed killing though lethal tactics are not the imperative course of action for lawful interdiction. The 3 Premises of APA are Complete Simultaneous Protocol Integration, All Systems Spontaneous and Lawful Interdiction for Rescue. APA Simultaneous Combat is a part of Maneuver Warfare which seeks to avoid direct confrontation with the Opposing Center of Mass using maneuvers and progressive formations to protect and enable close -in observation, out-flank by stealth and aggressively defeat an opposing force of greater numbers by advanced specialized tactics and weapons supported by superior intelligence gathers, precise and decisive action synchronized to real-time analysis and effective counter ambush Force Protection Integration. As well, when a solo operator faces the significant threat of being over-whelmed, the direct path chosen must spontaneously force the opposing numbers to react hastily with confusion rather than slowly and ponderously as this will aid to conserve energy by meeting the target momentum with implicit focused attack, and violence of action.
1. KINETIC OBJECTIVES - Targeting for predictable Kinematics
Bio-kinematics reflexive response is involuntary. At certain depths precise impact can trigger a predictable biomechanical reaction. The impact must cross a threshold where the force has sufficient kinetic energy (specific loading force exceeding the limit of elasticity) to produce traumatic synaptic disruption and neuromuscular incapacity for reception of neurochemical command. Kinetic Objectives is to a criterion whose implementation will disrupt breathing, cross or dislocate ligaments, induce overloading on synapse junctions, cause bones to fracture or cause instant instability to blood pressure. These 5 traumas are individually triggered at specific regions with varying degrees of recovery time before control returns. In this way Time Before Recovery

2. MENTAL VISUALIZATION - Inner Object Targeting
It must be assumed that any movable object can undergo spontaneous change, and the target will attempt to deceive, confuse and conceal action and intent. This perhaps is the main factor behind the importance of flexibility, experience and maturity as these characteristics represent the ability to perceive anomalies, differentiate tactics used for decoy, ambush, camouflage or concealment and insightfully take into account all factors which affect targeting.
