Fleet Admiral of the Russian Federation or Admiral of the Fleet of the Russian Federation (Ð?дмирал Флота РоÑ?Ñ?ийÑ?кой Федерации, Admiral Flota Rossiyskoy Federatsii) is sometimes claimed to be the highest rank in the navy of the Russian Federation. However, according to the Russian Ministry of Defence no such rank has ever existed.
The title is mentioned in some U.S. military sources, but given the contradiction from official Russian sources, it is probable that this is merely the result of assuming that the Russian government established a rank to supplant that of Admiral of the Fleet of the Soviet Union (mentioned in some English-language texts as Fleet Admiral of the Soviet Union).
If a Russian Admiral of the Fleet/Fleet Admiral were promoted, the officer in question would become a Marshal of the Russian Federation.
The insignia depicted above is based on the insignia of the present rank of Marshal of the Russian Federation and that of the Soviet rank of Admiral of the Fleet of the Soviet Union. There were three officers promoted to the Soviet-era rank, namely Nikolai G. Kuznetsov, Ivan S. Isakov, and Sergei G. Gorshkov.
