Dwayne "Jubee" Webb
Jubee was born in Brooklyn, New York and credits his upbringing in helping to shape and influence his style today. His mother, also a musician, was an avid supporter of her son’s talent and dreams of becoming a musician from an early age. When Jubee was four, Jubee lost his mother and his life took an unexpected and monumental turn. Without a father in the picture (who was absent from birth), Jubee was sent to live with various family members in the States of South Carolina, Florida and Georgia.During his early teenage years Jubee would travel back to Brooklyn, New York as much as he was able. While in the city, Jubee immersed himself in the Brooklyn hip-hop scene. After getting in trouble with Brooklyn Police (for reasons unknown) Jubee was sent to live with relatives in Augusta, Georgia. While there, Jubee spent most of his time surrounding himself with music and other musical artists that were apart of Augusta, Georgia Music Scene.
Perry Valentyne
Perry Valentyne was born in Middle Georgia and lived in and around Macon, Georgia his entire life. Valentyne proudly claims Macon, Georgia as his hometown and the inspiration behind his many musical creations. From a young age, Valentyne was engrossed in the local music scene, a scene in which he credits for providing and infusing his eclectic approach to his music. With the rise of the hip hop scene in Atlanta and Savannah, Valentyne quickly found himself absorbed in trying to understand the fundamental backbone that carries all good lyrical creations: the beat. Valentyne learned beat making programs and operations at a excelled pace, quickly making a name for himself on the leased beat market. Perry Valentyne has refined and polished his production skills that transform into a distinctive crossover vibe that is unparalleled in the music community today.History
Pre-debut
Jubee and Perry Valentyne met while working together in photography studio in the Mall of Macon, Georgia. During this time, both were able to work together almost at anytime during the day on trading and refining their music abilities, mostly due to the lack of customers who came to take studio pictures at their location. Eventually, Jubee and Perry Valentyne decided to team up under the name "The City Council". The duo quickly became a well known and well liked hip hop / rock music combination group on the Middle Georgia Live Performance Circuit. During this time, the group signed with a new Macon, Georgia Record Label began by Chris Horne named "Random Family Records". It was through Random Family Records that the duo was introduced to the members that would later become The Paper Street Band, City Council's back up band. Likewise, the duo began collaborating with Dan Zook (A/K/A Pappa Zook), a well known saxophone player in Macon, Georgia.Debut
Alongside their three man full-performance ensemble, “The Paper Street Band,†The City Council Band has quickly climbed to the top of Macon’s musical hierarchy and is not showing signs of slowing down. They have showcased alongside bands such as: The Gym Class Heros, Floco Torres, Citizen Kane, Rollybots and countless other high profile acts across the south. As of late, The City Council Band has also gained a significant fan base and an air of notoriety: having been voted “Best Live Local Performance†at annual music festivals such as “Bragg Jam" and Mercer Universities]] Bearstock Festival, being recognized and nominated by the [[The 11th Hour publication’s “Readers Choice Awards", and are consistently covered in local magazines and publications such as “The 11th Hour†and “Food and Culture Magazine.†In addition to their extensive print media coverage, The City Council Band have also performed on multiple television shows, including DanTV and WMAZ 13’s Music Spotlight.The City Council Band is likewise credited with being the first hip hop group to create a distinct crossover music sub-genre of hip hop music known as "Southern Crossover Hip Rock". Southern Crossover Hip Rock had been descriped by the media as a merger of Southern hip hop roots and Northern / New York Lyrical Flow mixed with multiple layers of music genre's including rock, rap, hip hop, jazz, funk and blues.[2]
Stagnant period
After a year on the Middle Georgia Circuit, The City Council Band began to become stagnant. Likewise, a change in the economy, on both local and national scales, created a loss of consumers in the Macon, Georgia Performance market. Eventually, the Duo and band stopped performing multiple shows every week and began to focus their attention on other towns and cities around the south.
Second debut: Unsocial Commentary
It was during this time the duo came across William Thompson, then a Mercer University Law Student. William Thompson and Jubee quickly became good friends, and within a matter of weeks, Valentyne Jubee and William Thompson began working together. At this time, William Thompson was working as an Intern in the Entertainment Law Sector of Atlanta, Georgia at the firm of Cohen, Cooper, Estep & Allen, LLC. It was during this time that William Thompson began focusing on the Music Law and Artist Management arenas.In late 2009, William Thompson began Thompson Entertainment Group, LLC, with The City Council Band being his first clients. William Thompson took the role of Personal Manager, and since that time has worked closly with the group. Currently Thompson Entertainment Group maintains a host of diffrent bands and artists of multiple genres. Likewise, they have maintained a recording studio in Downtown Macon, Georgia.
For unknown reasons, The City Council Band decided to split away from Random Family Records and began to claim Independent Status in late 2009. The City Council Band still considers themselves "Part of the Random Family" but not in a Record Label / Artist Capacity.
With William Thompson's Support, The City Council Band released the Unsocial Commentary EP in January of 2010 as a Independent Release.
The Citizenry Mixtapes: Volume 1 - We the People
The Thompson Entertainment Group LLC, The City Council Band& MactownUnderground.com (a online publication on underground hip hop in Macon, Georgia and Atlanta, Georgia) co-released a Macon, Georgia Artist based mixtape entitled "We The People". On the Mixtape (with the exception BLCTXT, an artist from Atlanta, Georgia and close friend of Jubee and Valentyne) only Macon, Georgia Underground Hip Hop Artists were featured through out the 14 tracks, most often in collaboration with The City Council Band or each City Council member indivudally. The Mixtape was an immediate hit, gaining thousands of downloads in only a few hours. In two days, The City Council Band rose to the 2nd place in the Middle Georgia Hip Hop Charts, where it remains today.Future projects
Album releases
Currently, The City Council Band has stated in a Press Release dated April 3rd, 2010 they will be collaborating with multiple artists in various genres across the nation to provide to fans in "The Citizenry Mixtapes" Volumes 2-4. Likewise, it was confirmed that The City Council Band will begin working with Grammy Award Winning Producer Moonshyne Brown in May of 2010 on a second album release; their follow-up to Unsocial Commentary.Both Jubee and Valentyne have noted that both wish to release separate solo albums sometime in 2010.
