Sovereign Deed is a Private Civil Defense and Private Catastrophic Response Services company based in Vernon Hills, Illinois, a Chicago suburb.
Company background
The vision for Sovereign Deed was originated by Barrett H. Moore in 1999 when he recognized the un-met need for private civil defense. Leveraging his experience in military intelligence and as a private military contractor, Moore assembled a team of military specialists, first responders, and medical and technology professionals to deliver a mainstream, commercial solution. Moore chose the name “Sovereign Deed” because “Sovereign deeds are those actions we take that guarantee our independence and form the basis of our individual powers - actions that make us less reliant and ultimately empower us to protect our loved ones and ourselves.”
Products and Services
Sovereign Deed provides Members with a preparedness assessment and review of relevant local threats, consultative response planning and training. Members also receive communications tools, provisions and gear to help them prepare for disasters.
The Sovereign Deed Emergency Operations Center (EOC)
The 24/7 EOC delivers alerts and advisories that interfaces with Members' device profiles (cell phone, land line, PDA). Members also have access to a satellite phone, Global Positioning System and multi-band radio.
Provisions
Members receive food, water, water treatment supplies, medicine, environmental protection, shelter and other protective equipment and emergency supplies in various Paks that are configured for different scenarios.

Media Criticism
On the November 7th, 2007 episode of Democracy Now!, author Naomi Klein discusses Sovereign Deed as an emergent "kind of a privatized FEMA" and as an example of the "two-tiering of disaster response" in which those who can pay a "$50,000 membership and $15,000 annual fees" are able to receive "VIP rescue in the midst of some sort of unnamed disaster." She names Sovereign Deed and the company HelpJet as the first forms of a system of "parallel VIP privatized disaster infrastructure."
