Shahryar Oveissi

Shahryar Oveissi is an American business executive who has served as special presidential envoy to President Joseph Boakai of Liberia since December 2025. In that role, he was appointed to lead fundraising initiatives for the Omega Market Project. He currently serves as a general partner of 108 BioCapital and as chief capital markets officer of High-Trend International Group. Previously, he served as a chair of the board of directors of The YMCA of Greenwich.

Biography

Oveissi received a Bachelor of Science in information systems and international business from the New York University Stern School of Business.

In 2005, Oveissi founded OC Global Partners and has held securities registrations with firms including Bear Stearns, Ambata Securities, CapFi Partners, and GP Nurmenkari. Shahryar also served as an operating partner of Pegasus Capital Advisors from 2010 to 2018. He later served as an operating partner at Rose Capital and as head of the diabetes platform at Diomics Corporation.

In July 2022, Oveissi became co-founder and chief carbon officer of Argali Carbon Corporation, a company focused on carbon offset and climate mitigation projects. From 2023 to 2025, he was co-founder and managing partner of Argali Climate Fund, and in 2023 he also became a co-founder of BioSource Feeds. He became a partner of Latitude Hotels Group in 2024 and a general partner at 108 BioCapital in 2025.

In December 2025, Oveissi became Special Presidential Envoy to President Joseph Boakai of Liberia, with responsibility for fundraising for the Omega Market Project. In January 2026, High-Trend International Group appointed him chief capital markets officer.

As of 2026, Oveissi is also registered with Equus Financial Consulting.
