Roman Holobutovskyy
Roman Holobutovskyy is a Ukrainian judge, legal scholar, and volunteer. He serves at the Dnipropetrovsk District Administrative Court and holds a Doctor of Laws degree. Holobutovskyy is also a professor of general legal disciplines at the Dnipropetrovsk State University of Internal Affairs.
Early life and education
Roman Holobutovskyy was born in Ukraine and pursued a comprehensive academic path in law and public administration. He earned master's degrees in law from both the Yaroslav Mudryi National Law University and the John Paul II Catholic University of Lublin in Poland, followed by a Master of Public Administration from the Dnipropetrovsk Regional Institute of State Administration. He later defended his Candidate of Legal Sciences dissertation at the National Aviation University and obtained a Doctor of Laws degree from Zaporizhzhia National University, where his research focused on administrative, financial, and information law.
Career
Holobutovskyy began his professional career as a legal consultant in private practice before joining the judiciary in 2007. Over the years, he advanced through various judicial positions, including assistant judge and court secretary, eventually being appointed a judge of the Dnipropetrovsk District Administrative Court in 2010. He served as the court's chair in 2014–2015 and was reappointed to the bench on a permanent basis in 2017. Alongside his judicial career, Holobutovskyy teaches administrative and financial law at the Dnipropetrovsk State University of Internal Affairs, contributing to academic and professional training in Ukraine's legal sector.
Social activities
Since the beginning of Russian invasion of Ukraine in 2022, Holobutovskyy has been actively engaged in humanitarian and volunteer initiatives. He has coordinated the delivery of humanitarian aid from European countries to the Dnipro Oblast, overseeing the logistics and distribution of more than 40 tons of essential supplies. Local media report that he has taken part in organizing volunteer convoys, cooperating with both Ukrainian and international partners to support displaced civilians and frontline communities.
Holobutovskyy also participates in public diplomacy and advocacy for Ukraine abroad. In 2024, he took part in Ukrainian Week in Washington, D.C., where he met with U.S. Congress members, including Representative Victoria Spartz and Congressman Jim Costa, to discuss legislative initiatives aimed at strengthening American support for Ukraine.
He is involved with the charitable foundation Dobrobat – Volunteer Construction Battalion, providing legal and organizational support for reconstruction efforts in war-affected areas. His volunteer work has been recognized by community organizations for its contribution to humanitarian coordination and civic resilience during wartime.
