Ramón Ricardo Rozas Garfias (7 February 1843 – August 1907) was a Chilean politician and writer who served as a member of the Chamber of Deputies of Chile and as a senator for Llanquihue Province.
A member of the Conservative Party, Rozas represented La Laja and later Chillán and San Carlos in the Chamber of Deputies before serving three consecutive terms in the Senate between 1894 and his death in 1907.
Early life
Rozas was born in Santiago on 7 February 1843 to Ramón Rozas Rozas and Bernarda Garfias y Fierro. He studied at the Colegio de los Sagrados Corazones, Colegio San Ignacio and the Instituto Nacional.
He married Flora Calvo. The couple had no children.
Rozas became involved in public affairs in 1866, when he collected donations for people affected in Valparaíso. In 1868, he served as a municipal councillor in La Victoria.
Political career
A member of the Conservative Party, Rozas was elected substitute deputy for La Laja for the 1879–1882 parliamentary period. He subsequently became the full representative after the elected deputy, Pedro Lucio Cuadra, opted to represent Linares. During this term, Rozas served on the permanent committee for war and navy.
He returned to the Chamber of Deputies as representative for Chillán and San Carlos for the 1891–1894 term, again serving on the permanent committee for war and navy.
In 1894, Rozas was elected to the Senate for Llanquihue Province, serving until 1900. During this period, he was a substitute member of the permanent committee for government and foreign relations and a member of the committee for war and navy.
He was reelected for Llanquihue for the 1900–1906 term. On 24 October 1900, the Senate admitted him as presumptive senator while electoral challenges remained pending; these claims were subsequently archived the following year. During this period, he participated in the permanent committees for government, worship and colonization, and war and navy.
Rozas was elected to a third consecutive senatorial term for Llanquihue in 1906. He served on the permanent committee for government and as a substitute member of the committee for industry and public works. He died in August 1907 before completing the 1906–1912 term.
Rozas also contributed to the Revista de Artes y Letras and several newspapers. He published historical works including Historia de la expedición libertadora del Perú, La real cédula de 21 de diciembre de 1804 and El embajador de Chile en España en 1808. He also published a 144-page account of his parliamentary work entitled Manifiesto a los electores de Llanquihue.
