Peggy Fulton Hora

Judge Peggy Fulton Hora (Ret.)1 recently stepped down from her bench after 21 years in service to the Alameda County, California Superior Court. Throughout her storied career, she has been credited with innovations including in the field of Therapeutic Jurisprudence (TJ). 2 She was a founder of the [...] treatment court movement 3 in which certain classes of offenders (in Judge Hora's case, drugs and alcohol) are proscribed specific courses of rehabilitation, as opposed to merely punitive sentences.

A former dean of the B.E. Witkin Judicial College of California, Judge Hora and has been on the faculty of the National Judicial College since 1992. She is a Recipient of the Bernard S. Jefferson Judicial Education Award from the California Judges’ Association and a Senior Judicial Fellow of the National [...] Court Institute 4.

Since retirement, Judge Hora contines to lecture nationally and internationally on topics involving TJ, and has authored scores of articles, including "Judicial Satisfaction When Judging in a Therapeutic Key," published in the journal Contemporary Issues in Law in the United Kingdom in 2005.
