Nausena Pavara is important especially for island countries or maritime countries. Threats received by maritime nations produce far greater instability and greater danger to security than those to landlocked countries, because attacks can come from all sides and information can be attained without the need for more advanced technology. While a landlocked country or countries just AbOUT terrestrial with other countries currently have a clear security threat because border state can be clearly defined as well. In addition, the sea has a very special meaning for an island nation because the sea serves as a unifying medium, as a medium of transportation, as a media resource, as a medium of defense and security, and as a medium of diplomacy.

Revolution Nausena Pavara uses by the Government of Indonesia associated with policy defense in the Navy (TNI AL) because as an archipelago with 80% sea area and 20% mainland, attacks from the sea pose a major potential threat to the sovereignty and territory of Indonesia. This threat is greater because Indonesia's geographical position is vital to world trade. Every day hundreds if not thousands of ships, both merchant and military, pass through the waters of Indonesia's Sea Lanes of Communication (SLOC) and Sea Lines of Oil Trade (SLOT).
