In the fictional Pokémon universe, Lilycove City (known in the Japanese series as Minamo City is a port city in northeast Hoenn, similar to Olivine City in Johto, and Vermilion City in Kanto. It is the largest city in the Pokémon world (96 people), with Johto's Goldenrod City with 77 people and Saffron City in Kanto (66) coming behind it as the largest cities of their respective regions. It has a huge department store (like Goldenrod), an art museum, and Master-Rank Pokémon contest hall. The S.S. Tidal, which is built in Slateport City in the southwest by Captain Stern, operates a ferry service between this city, Slateport City, and the Battle Tower (Battle Frontier in Emerald).
Lilycove is unusual in the fact that it is very large, yet does not have a gym. Instead it is the place for some key events in the game. When you first arrive, Team Aqua (Pokémon Sapphire/Emerald) or Magma (Pokémon Ruby) have invaded the town and set up base in the cove to the northeast of the city. You cannot proceed until you have driven them out.
In anime, the Japanese series called Pocket Monsters: Advanced Generation. The opening makes a reference quoting "Minamo City" in the song Advance Adventure.

Master Rank Contest Hall
In Pokémon Ruby and Sapphire, this hall only holds the Master Rank contests. Any participant who wishes to enter a contest at the Contest Hall must already have a ribbon at the Normal Rank, Super Rank, and Hyper Rank levels. However, in Pokémon Emerald, this is the only Contest Hall, holding all four ranks.
In all three versions of the game, there is a comparatively large reception area. There are four berry-blending machines and a few people operating them and helping the player to get started. In addition, contests can also be held by two different games using the GBA-GBA connection.
In Emerald, you need to get your Pokéblock case from the lady at the reception counter, due to the fact it is the only contest hall in that game.
Port
The ship port that can take you to Slateport City, the Battle Tower(R/S), the Battle Frontier (E), Southern Island, Faraway (World's Edge) Island, Navel Rock, and Birth Island, as long as the pass to go to those places is available.
Move Deleter's House
There is a small house near the department store, where lives a man that can delete a move from your Pokémon (even HM's) he can delete moves every time you want.
Department Store
The six-story department store has a wealth of items for trainers to buy. In addition to regular trainer items (such as potions, Poké Balls, and status healing items), there is a great amount of other items, including secret base furniture, TMs, and beverages.
On the first floor, there is a free lottery in the store. Each day, every trainer is allowed to select an ID number. If the number of any Pokémon the trainer currently has (either in the party or stored in the PC) matches or partially matches the number drawn, the player is eligible to win a prize.
On the second floor, the things you can buy are mainly regular items, being potions, Poké Balls, and status healing items. However, you can also buy mail here, as well as the Fluffy Tail, which allows you to flee from a wild Pokémon by distracting them with the Fluffy Tail.
On the third floor, the things you can buy are stat-boosting items. You can both buy temporary stat raising objects, and permanent stat raising objects. In addition to that, you can buy the Guard Spec., and Dire Hit.
On the fourth floor, you can buy TMs. There are eight TMs you can buy from there total. From the lady to the left, you can buy offensive TMs. From the lady to the right, you can buy defensive TMs.
On the fifth floor, you can buy objects for your secret base. From the lady to the top left, you can buy dolls of Pokémon. From the lady to the top right, you can buy cushions. From the lady to the bottom left, you can buy posters. From the lady to the bottom right, you can buy mats. This is the only floor to have more than two ladies you can buy stuff from.
On the sixth floor, it is the rooftop. From the vending machines on this floor, you can buy drinks, fresh water, soda pop, and lemonade, all which restore Hit Points of your Pokémon. This is also the floor the Clear-Out Sale will be at when it happens, where you can buy many items for your secret base you normally can't.
To get in, however, you must battle your rival, as your rival blocks the entrance to the door. When you battle your rival, it's the final battle you have with your rival in the entire game.

There are two parts in Mt. Pyre. The first one is a place where dead Pokémon rest. Ghost type Pokémon will often appear in this area, as well as many trainers who will fight the player. Upstairs, items can be found, but the more crucial part is found through a door. This part of Mt. Pyre is a big hill, which the player must find his way to the top of, past Team Magma or Team Aqua members. When the top is reached reach the top, they will steal an orb. In Pokémon Ruby and Sapphire either the Red or Blue Orb will be taken (Red in Ruby and Blue in Sapphire). In Pokémon Emerald, both orbs will be stolen, one by Team Magma, and the other by Team Aqua, after which Emerald begins to diverge in plot from the other two. Either way, the player must recover the lost orbs.
