Intermicronational Census & Survey Bureau

The Intermicronational Census & Survey Bureau, abbreviated ICSB, is an intermicronational organization dedicated to obtaining data and statistical information around the micronational community. Founded 1 January 2026, by its founding officer and inaugural Secretary-General, Am Martin who sought to develop legitimate and accurate information in numerous fields for the use of archival reasons and as a source of reliable citations for micropatriologic studies.

History

Originally preposed in late December 2025, by Am Martin as a way to Contribute to micronationalism without being on behalf of a specific nation, the Intermicronational Census & Survey Bureau was de facto founded on 1 January. After an initial charter was drafted, a wordmark and logo was created by Vacci for the ICSB, as well a several small improvements such as proposals for an initial Board of Directors, as well a Grand Unified Micronational observership application was completed. On 18 January 2026, the initial Board of Directors ratified the an amended charter, thus officially founding the organization.

On 25 January 2026, Seamus Stump was hired as the first Chief of Staff, as well as an additional two members were added to the board of directors, Connor Hetner, and Dylan Callahan. The public desire for the preposed Micronational Registry was increasingly high, and plans to form were put underway. Its also worth noting that Brando Maria Pernice briefly became the first Chief Oversight Officer from the 19th to the 25th of January, before his resignation. On 31 January 2026, Seamus Stump was promoted by the incumbent Secretary-General, Am Martin to the adjacent office of Vice Secretary-General.

A day later on 1 February 2026, the official Discord server suffered an attack from leaked webhook links, causing massive pings and spam. A report was conducted, and the server lost a total of seven members, a quarter of the total membership in the server. It was stated afterwards by Dylan Callahan that the server would rebuild back, and even stronger. Anthony Aldmont was also added to the board of directors on 6 February 2026. On 15 February 2026, Max Pike was appointed to replace the now vacant position of Chief of Staff, which was the previous position of Seamus Stump, the now Vice Secretary-General. At this time the official Discord server reached a membership of 30 members, recovering and exceeding its previous membership during the server attack which took place two weeks before. At this time multiple new subsidiary were preposed such as the; Micronational Accrediting Commission, Micronational Statistics Society, and the aforementioned Micronational Registry.

Organizational Structure

The ICSB is organized by a Board of Directors, which consists of ten directors that are appointed by their fellow directors in the vacancy of a seat. Directors serve an unlimited term, provided that they remain in good behavior. The Board of Directors is responsible for the highest level of administrative actions within the organization, such as dissolution, organizational mergers and acquisitions, and the election of a Secretary-General, and more. They are required to meet quarterly to discuss any business provided by the Secretary-General or any other high-level staff. They vote democratically on all items and decisions presented to the directors, with a simple majority for an item to pass. The ICSB Board of Directors also govern its numerous subsidiary agencies.

Secretary-General with the Vice Secretary-General are the executive staff of the ICSB. It also includes the Chief Financial Officer and the Chief Oversight Officer, who manages the financial and operational areas of the organization. These offices do the majority of the day-to-day administration of the bureau, overseeing staff, managing censuses and surveys, and taking other operational actions. These offices manage the lower staff of the organization and the office of the Chief of Staff, which is in charge of all other non-management positions, such as the Diplomatic Liaison, Lead Statistician, Press Secretary, and Data Clerk.

Governance

The governance of the organization is vast, although primarily in English sectors. It publishes its censuses in sanctioned states and as a service to micronational governments. Surveys are published and recorded regularly in public avenues and communities for micronationalists and entities to participate in.

Although it publishes its censuses across multiple micronational sectors, it is particularly active within the MicroWiki sector, and the Discord sector as its virtual operations are primarily conducted and upkept on those platforms.

Operations

The ICSB administers annual censuses for contracted states alongside a community-wide general census to ensure all individual micronationalists have the opportunity to be counted. Individual micronational governments can contact, or be contacted by, the ICSB to participate in the annual census, as it is recommended that all micronationalists contribute in order to facilitate more accurate data collection and the advancement of the community. In addition to this annual census, the bureau operates an updated micronational registry database, where all micronations can register their nationality. Statistics from this registry are also compared alongside the annual censuses for verification reasons.

As well as the annual census hosted by the ICSB, the bureau also publishes numerous surveys for micronational organizations or nations for area-specific data collection. Additionally, optional surveys are recorded on occasion for the purpose of gaining the advice or opinion of micronationalists.

The ICSB offers analytical summaries of all published censuses and surveys for public view on request. It also maintains a collection of policies that allow individual submission data obtained by the organization, and sensitive information to not be published or possibly Censored.
