History of School-Based Medicaid
The Fee for Service (Direct Service) Program was created to offer to schools throughout the United States for reimbursement of costs associated with the services delivered to special education students. Federal law mandates that every disabled child in America receive a “free appropriate public education.” Decisions by the United States Supreme Court and subsequent changes in federal law made it clear that Medicaid must pay for services provided for all Medicaid eligible disabled children.

Go Solutions Group Inc. (GSGI) began exclusively supporting School Districts in the pursuit and recovery of Medicaid reimbursements for School Based Health Services in 1994. With exclusive focus on schools GSGI was able to develop programs and procedures that focused on the myriad of challenges schools faced (then and today) in translating school based services and terminology into the well-established Medicaid “Medical Model.” GSGI over time has evolved into a leading expert in this field. GSGI currently provides their contracted School Districts who participate in the Fee-For-Service program with a web-based solution GoClaim™. GoClaim™ provides flexibility in data reporting and allows for the customization of associated reports to meet the needs of its School District clients. Apart from the FFS program, GSGI provides their contracted School Districts who participate in Administrative claiming with a web-based solution eMAC™. This program assists districts that are interested in recovering some indirect and administrative costs. Go Solutions administrative claiming solutions include negotiations of federal approvals, staff training, quarterly claim calculation and quality assurance activities.
GSGI’s range of experience includes working nationally with LEAs, Regional Consortiums, and School Districts (varying widely in size and demographic profile), and under the guidance of varying State Medicaid Agencies, State Medicaid Plans and associated CMS regional offices.
