Global Human Resource Forum
The Global HR Forum is a government, business, and educational organization oriented International forum held annually in Seoul, Korea which gathers global business leaders, political leaders, scholars and intellectuals to discuss solving universal problem by human cooperation.
The forum was founded in 2006 by the Korean Government (Ministry of Education, Science and Technology), the Korea Economic Daily, and Korea Research Institute for Vocational Education and Training (KRIVET). The forum was established based on the belief that to global cooperation and human talent is needed to overcome current challenges. Discussions AbOUT growth and cultivation of human talent is the best answer to future problems such as social inclusion, negative growth, climate change, energy supply, etc.

Background
Due to global sourcing and cross-border workforce mobility, the development of globally competitive human resources has now become a necessity, not a matter of choice, for all. Global competence is the key issue for all international organizations, governments, enterprises and individuals, because today, literally everyone is competing and cooperating on a global basis, not just a few talented people. Indeed, qualified human resources serve as the major building block for the betterment of individuals, corporations and societies, and ultimately shared global prosperity. This recognition is calling for a common worldwide effort to develop and utilize competent human resources, not to mention stronger collaboration between governments, enterprises and educational institutions.
It was upon this understanding of the necessity of an international HRD approach that the Government of Korea inaugurated the Global Human Resources Forum in 2006, in collaboration with the private sector. The first Global HR Forum, held in November 2006, brought together over 2,500 global leaders from the public and private sector including international organizations and presidents of leading universities around the world, to share innovative approaches and search for better HRD solutions.
Also contributing to discussions was the Director of the OECD Directorate of Education, Head of the Higher Education Team at the World Bank, With the attendance of more than 5,000 participants, the Forum firmly established itself as a ‘venue for meeting and communication,’ where knowledge and insights on global HRD cooperation are shared effectively and extensively.
The 4th Global HR Forum 2009 will be held under the theme “Creative Education for All" from Nov. 3, 2009 to Nov. 5, 2009. The forum will discuss education reform, government policy, evolution of the business sector, efforts of public sector, and international alliances to cultivate creative talent. It will also feature a panel discussion on ways to accumulate and share creative experiences. Participants will think about ‘what to do’ and ‘how to do’ for training and using creative people and explore ways to enhance global cooperation.
Objectives
The Forum is composed of a general meeting, special lectures, discussion sessions and expert meetings. The overall objectives of the Forum are to:
1.Search for innovative solutions to all human problems by means of developing creative talents through global cooperation
2.Share the best practices and experiences of public/private sectors and higher education institutions in creative talent development; and
3.Identify and discuss, from a global perspective, the common challenges and tasks in developing human resources for future generations.
