Fouzul Kabir Khan

Dr. Fouzul Khan is a Bangladeshi economist. He was Secretary, [Power Division, Ministry of Power, Energy and Mineral Resources, Government of Bangladesh from 2007-2008 under the caretaker government's regime. He is currently Professor of Economics and Finance at North South University, Dhaka, Bangladesh. Dr. Khan has the unique experience of being a top civil servant, CEO of an institution financing infrastructure projects in the private sector, and an academic.

Profile

Dr. Fouzul Khan became Secretary, Power Division, Government of Bangladesh on June 6, 2007. Prior to this, he served as the Chief Executive officer of the Infrastructure Development Company Limited 1(IDCOL), a financial institution. At IDCOL, he led a team of professionals in financing a 450 MW combined cycle power plant, expansion of 33 MW power plant, satellite earth station, and two land ports, an 11.6 MW captive power plant, expansion of two cellular telephone companies and a PSTN project. He also provided leadership for the highly successful Solar Home Systems (SHS) grant and refinancing program, under which more than 350,000 SHSs have been installed in remote rural areas of Bangladesh.

Earlier, he served at the National Board of Revenue and was involved in design and implementation of tax and tariff reform in the early nineties. He led a team of Economists in preparing an economic evaluation of Jamuna Multipurpose Bridge that convinced the World Bank and other donors to finance the project.

He participated in the financial negotiations of Public Resource Management Adjustment Credit, Industrial Sector Adjustment Credit II, Rural Electrification and Renewable Energy Development Project, Jamuna Multipurpose Bridge, Enhanced Structural Adjustment Facility, Karnaphuli Fertiliser Company (KAFCO), with the World Bank, IMF, Asian Development Bank and Overseas Economic Co-operation Fund (OECF), Japan. He also participated in South Asian Free Trade Area (SAFTA) trade negotiations.

He is also currently the Chairman of the Board of Directors of RPGCL, a company of Petrobangla, and a Director of IDCOL, the largest infrastructure finance company of Bangladesh.

As Secretary, during the caretaker government in 2007-2008, he is credited for the turnaround of the power sector in Bangladesh through generation capacity addition, expansion of transmission and distribution networks and implementing institutional and policy reforms.

His articles have been published in academic journals including Journal of Structured and Project finance, International Journal of Business Studies, and The Singapore Economic Review. His book (co-authored with Robert J. Parra) “Financing Large Projects,” was published by Prentice Hall in March 2003. The book is used as textbook at leading universities including Stanford University, U.S.A. A Chinese translation of the book has been published jointly by Prentice Hall and Tsinghua University, Beijing. He his highly regarded for his objectivity and intellectual caliber by the business, government and academic community.
