Foundation for Health Coverage Education

The Foundation for Health Coverage Education (FHCE) is a non-profit public organization founded in 2004 by Phil Lebherz in San Jose, California. Currently, one-third of the 46.3 million uninsured individuals in the U.S. are eligible for government-sponsored programs, but are not signed up. Because of this, Lebherz began the FHCE and launched the “Coverage For All” campaign with the mission of simplifying and modernizing public and private health insurance eligibility information, helping more people access coverage, and decreasing the number of uninsured individuals in America.

FHCE works in conjunction with California's Department of Insurance, with outreach through media outlets such as CNN, the New York Times and the Wall Street Journal. Organizations like the American Heart Association, the American Lung Association and the American Cancer Society refer people to FHCE's website and toll-free hotline. James Pickens, Jr., star of the ABC television series Grey's Anatomy, signed on to help spread the word about solutions for the uninsured by taping two public service announcements for FHCE’s “Coverage for All” campaign.

Since 2004, FHCE's Official Website and 24/7 US Uninsured Help Line 800-234-1317 have made it possible for people to better understand their public and private health coverage eligibility. FHCE provides a customized guide of public/private healthcare options for each state in the US that features a complete overview of the options available for almost every demographic profile, as well as a quick reference list of phone numbers and websites (Health Care Options Matrix). FHCE has also compiled all 50 Health Care Options Matrixes into a US Directory of Health Care Book to aid companies and brokers who are looking for the available programs in their area. On FHCE's website, any person can take the 5-Question Eligibility Quiz and receive a customized profile of their health coverage options, as well as program contact information and applications.
