Fooyo
Fooyo Pte. Ltd. (commonly referred to as Fooyo; Chinese: 浮游科技) is a Singapore-based technology company. Incorporated on 6 November 2014. The company's principal activities are the development of software applications and information technology consulting services. It is known for smart tourism platforms and WeChat mini-program development, and has operated across Asia, with deployments in Singapore, China, Japan, and South Korea.
Founding (2014)
Fooyo was incorporated in Singapore on 6 November 2014 under registration number 201433220R. Shaohuan Li serves as general manager of the company.
Smart tourism in Singapore and China (2017–2018)
By 2018, Fooyo had developed a smart tourism application for Sentosa Development Corporation, Singapore's largest integrated resort. The company was described by Japan's tech publication The Bridge as aligning its smart tourism platform with Singapore's Infocomm Media Development Authority (IMDA) "Service 4.0" initiative, which promotes mobile-first personalised information services.
In August 2018, Fooyo was among 20 Singapore technology companies that exhibited at the inaugural Smart China Expo in Chongqing as part of a delegation of more than 40 Singapore technology startups led by the IMDA.
On 22 August 2018, the day before the Smart China Expo, Fooyo and Chongqing Tourism Investment Group (重庆旅游投资集团) jointly launched "爱重庆" (Ài Chóngqìng, literally "Love Chongqing"; also marketed as "AI Chongqing"), a smart tourism application for Chongqing. The application incorporated AI audio guides, an AI customer-service chatbot, and a personalised attraction recommendation system, and covered more than 90 attractions across nine districts of Chongqing at launch.
Prior to the full launch, a beta version was deployed at Hongyadong (Hongya Cave), one of Chongqing's most-visited attractions, to provide real-time visitor flow data and crowd heat-mapping for venue operators. According to the 21st Century Business Herald, Fooyo won a public tender to conduct data analysis for Hongyadong, and its deputy general manager Liu Yangfan described the system as collecting data from cameras, access gates and Wi-Fi probes installed at the venue to visualise crowd patterns and issue congestion warnings.
In 2017, Fooyo established a research and development subsidiary in Chengdu, Sichuan, to access local technology talent. Shaohuan Li, in an interview with Lianhe Zaobao, cited Chengdu's universities and availability of information and communications technology professionals as key advantages, noting that local salaries were lower than those in Beijing, Shanghai, and Shenzhen while quality remained high.
Expansion and joint venture (2019)
In May 2019, Fooyo and Chongqing Tourism Investment Group formalised their partnership through the establishment of a joint venture, China-Singapore Smart Tourism (中新(重庆)智慧旅游科技服务有限公司). The joint venture was described as the sole cooperative tourism project under the China-Singapore (Chongqing) Connectivity Initiative, a bilateral strategic connectivity programme between Singapore and China. The platform subsequently expanded to cover most of Chongqing's nationally rated 5A scenic areas. The 21st Century Business Herald reported that the joint venture partnered with Hongyadong and multiple other scenic areas to offer booking services and applied crowd data analytics to visitor management. Shaohuan Li told Lianhe Zaobao that Fooyo had entered the Chongqing market in 2019 under the framework of the China-Singapore Connectivity Initiative, forming a joint venture with a local state-owned enterprise to expand product operations.
Also in August 2019, Fooyo returned to the Smart China Expo in Chongqing as a second-time participant, alongside other Singapore technology companies including ST Engineering Electronics, Singtel, veriTAG and Handshakes, as part of a Singapore delegation that concluded 13 digital technology deals with Chinese counterparts at the event.
In March 2019, Fooyo was selected as one of ten finalists in the Hack Award 2019, an international startup competition held as part of HackOsaka 2019 (the Global Innovation Conference) in Osaka, Japan, organised by the Osaka Innovation Hub. Fooyo received the Bronze Award for its tourism application, which featured smart navigation, smart itinerary planning, a smart passbook, and a dynamic suggestion system. Founder Shaohuan Li represented the company at the event.
In November 2019, Fooyo participated in the Korea–ASEAN Startup Exchange Seminar and Demo Day, held at the Gyeonggi Creative Economy Innovation Centre in South Korea, as part of the 2019 Korea–ASEAN Startup Week. The Seoul Economic Daily described Fooyo's AI smart tourism solution as notable among the 18 ASEAN startups represented, noting the company was founded in 2014 and offered AI-powered integrated trip planning, transportation, and accommodation services through a single platform. The Straits Times separately reported in January 2020 that Fooyo was keen to offer its AI-powered solutions to cities such as Seoul and Busan to enhance the travel experience.
WeChat mini-program services
Fooyo is listed as a Global Partner on the Weixin Mini Program Global Service Marketplace, the international partner directory operated by Tencent's WeChat platform. The company's profile states that it began developing WeChat mini-programs in 2017, initially for Singapore tourism and attractions clients.
The company has been a finalist or award recipient in multiple editions of the Weixin Developer Challenge (WDC), a competition organised by Tencent's Weixin platform for mini-program developers: the 2019 Singapore and Berlin stations, the 2025 Japan station, and won the Best Technology Implementation Award at the 2025 Middle East station.
