Felix Shpilman

Felix Shpilman (born October 2, 1985) is a Russian-born, UAE-based venture investor and technology executive, President and CEO of Emerging Travel Group.
Early life and education
Felix Shpilman was born in Moscow, Russia. He studied at the Marshall School of Business at the University of Southern California and graduated in 2007 with a Bachelor of Arts in Finance and Business Strategy.
Start Fund
In 2011, Felix Shpilman and Yuri Milner co-founded the Start Fund, an early-stage investment fund based in San Francisco. As a general partner, Shpilman invested the fund's money in more than 400 Y Combinator-qualified startups, including Gusto, Coinbase, Zapier, Instacart, and Doordash. The fund also made early-stage investments outside of YC, including Uber, AngelList, Class Dojo and Airtable.
Emerging Travel Group
In April 2013, Shpilman assumed the role of Vice President of Strategy at Ostrovok.ru (now known as Emerging Travel Group), a travel technology company. In 2014, he became Chief Operating Officer. In January 2017, he was appointed president and CEO of ETG. The company operates brands like RateHawk, Roundtrip and ZenHotels. Since founding Ratehawk in 2016, Shpilman has expanded the business in Europe, Middle East and Asia and grew Emerging Travel Group’s gross transaction volume to exceed $3.7bn in 2024.
Moses Capital
In September 2023, Shpilman co-founded Moses Capital with his wife, Asya Shpilman, and investor Lev Leviev. Moses Capital is an investment firm that uses a Fund of Funds approach to early-stage investing on a global scale.
