Eulogio Allendes
Eulogio Allendes Álvarez de Toledo (17 March 1828 – 29 August 1891) was a Chilean surveyor and politician who served as Minister of Industry and Public Works under President José Manuel Balmaceda and as president of the Chamber of Deputies of Chile.
He represented several constituencies in the Chamber of Deputies between 1867 and 1891 and also served as Intendant of Talca Province.
Early life
Allendes was born in Santiago on 17 March 1828 to Ramón Allendes and Rosario Álvarez de Toledo. He married Enriqueta de la Cuadra Moreno, with whom he had two children.
He studied at the Instituto Nacional and the University of Chile, qualifying as a surveyor on 4 February 1850. In 1856, he was appointed attaché to the Chilean legation in France, where he furthered his engineering studies. After returning to Chile, he became a member of the Faculty of Physical and Mathematical Sciences of the University of Chile in 1859 and a full member in 1874.
Political career
A member of the Liberal Party, Allendes was elected substitute deputy for La Laja for the 1867–1870 term and took his seat on 27 June 1867, eventually replacing titular deputy Miguel Campino Landa. He was subsequently elected substitute deputy for Los Andes for 1870–1873 and represented the constituency as a titular deputy from 1873 to 1879. He was also elected substitute deputy for Vallenar for 1879–1882, although the BCN does not establish conclusively that he formally took his seat during that term.
Allendes served as Intendant of Talca Province from 25 February 1881 to 1 February 1887. He returned to Congress as deputy for Rere for the 1888–1891 term. Under President José Manuel Balmaceda, he served as Minister of Industry and Public Works from 15 October to 6 December 1890.
In 1891, Allendes was elected deputy for Talca to the Constituent Congress, serving from 15 April to 18 August. He became provisional president of the Chamber on 15 April and president on 21 April. During the 1891 Chilean Civil War, he remained a supporter of Balmaceda and published the pamphlet La revolución de 1891 en Chile, condemning the uprising.
Allendes was also associated with the development of the railway between San Felipe and Los Andes and wrote on scientific, technical and political subjects.
He died in Santiago on 29 August 1891, aged 63.
