Chen Xinwu

Chen Xinwu (; born July 1968) is a Chinese politician who has served as the mayor of Chongqing since August 2026. He is also deputy secretary of the Chinese Communist Party Chongqing Municipal Committee and secretary of the Chongqing Municipal People's Government Leading Party Members Group. A member of the Chinese Communist Party, he previously served as mayor of Shiyan, director of the Hubei Provincial Development and Reform Commission, secretary-general of the Chinese Communist Party Hubei Provincial Committee, and executive vice mayor of Chongqing.

Biography

Chen was born in July 1968 in Huanggang, Hubei. He joined the Chinese Communist Party in June 1988 and began his career in July 1990. He graduated from Nankai University with a degree in sociology and later received a Master of Business Administration degree from the College of Business of Ohio University.

After graduating from Nankai University, Chen returned to Hubei and began working in Huanggang. He initially served in the publicity department of the Huanggang Prefectural Committee and later worked in the office of the Huanggang Municipal Committee. From 2001 to 2002, he participated in a training program for young officials organized by the Organization Department of the CCP Hubei Provincial Committee and studied in the United States, receiving an MBA from Ohio University.

Chen subsequently served as secretary of the Huanggang Municipal Committee of the Chinese Communist Youth League, before becoming deputy secretary and county magistrate of Huangmei County. He later held senior positions in the Hubei Provincial Department of Transportation and the Hubei Provincial Department of Land and Resources. In 2009, he was transferred to Xiaogan, where he served first as a vice mayor and later as executive vice mayor. He subsequently became deputy secretary-general of the Hubei Provincial People's Government.

In 2015, Chen was appointed deputy director of the Hubei Provincial Development and Reform Commission. During this period, he also served as commander-in-chief of Hubei's Xinjiang assistance headquarters and director of the Hubei Provincial Government Office in Xinjiang. In December 2016, he was transferred to Shiyan as deputy secretary of the municipal committee, vice mayor, and acting mayor. He was elected mayor of Shiyan in January 2017.

In April 2021, Chen became director of the Hubei Provincial Development and Reform Commission. He also held responsibilities related to the development of the Yangtze Economic Belt and Hubei's assistance programs in Xinjiang. In June 2022, he was appointed a member of the Standing Committee of the CCP Hubei Provincial Committee and secretary-general of the provincial party committee.

Chen was transferred to Chongqing in July 2023, becoming a member of the Standing Committee of the CCP Chongqing Municipal Committee and secretary-general of the municipal party committee. In May 2024, he was appointed executive vice mayor of Chongqing while retaining senior responsibilities within the municipal government. In October 2025, he became deputy secretary of the CCP Chongqing Municipal Committee. He stepped down as executive vice mayor in January 2026 but continued to serve as deputy party secretary and deputy secretary of the Chongqing Municipal People's Government Leading Party Members Group.

On July 31, 2026, the Standing Committee of the Chongqing Municipal People's Congress appointed Chen as vice mayor and acting mayor of Chongqing. On August 19, 2026, he was elected mayor of Chongqing at the fifth session of the sixth Chongqing Municipal People's Congress.
