Center for Adaptation of Civil Service to the Standards of EU

Center for Adaptation of Civil Service to the Standards of European Union - public institution established by the Decree of Cabinet of Ministers of Ukraine to facilitate administrative reform in Ukraine and to enhance the adaptation of the civil service to the standards of the European Union.

Accountable and subordinated to the Main Department Of Civil Service of Ukraine; supports the achievement of the main goals and tasks of the MDCS.

Functions as the Twinning Programme Administration Office – institution responsible for the coordination of the instruments of the institutional building of the EU.

Development of the European instruments of the institutional strengthening

  • Twinning – approximate list (including requests from government institutions) includes 35 projects, work plans includes 26 projects, 10 of them – at the stage of preparation.
  • TAIEX – during 2006 – 2008 more than 1464 Ukrainian representatives became beneficiaries of 85 events.
  • SIGMA – in 2006-2007 SIGMA experts carried out 2 governance assessments in Ukraine where 6 areas of public administration were assessed following Sigma’s scope, methodology and baselines. From 2008 the Program officially and permanently operates in Ukraine.
