The objective of the Canadian Parliamentary Flag Program is to enable Canadian parliamentarians, from both Senate and House of Commons, to promote national symbols and to encourage Canadians to express pride in their symbols.

In December 1972, Cabinet approved a program under which senators and members of the House of Commons would receive flags and flag pins for distribution to constituents. An annual quota was established and the Canadian Parliamentary Flag Program went into effect on April 1, 1973.1

Administration

In January each year the various Government Whips receive a letter from Department of Canadian Heritage addressed to all Members of Parliament and the Senate, explaining the Canadian Parliamentary Flag Program and the items to be included in the allotment.

Enclosed with this letter is a form which each parliamentarian must complete and then fax to the offices of the Department of Canadian Heritage in order to secure their allocation.

TO ALL MEMBERS OF THE HOUSE OF COMMONS AND THE SENATE
On behalf of the Department of Canadian Heritage, I am pleased to share with you details concerning Canadian promotional material. Each year, Members of the House of Commons and Senate are entitled to an annual allotment of promotional material. This allotment consists of the following: Canadian flags 3' x 6' (nylon), paper hand flags 3" x 6", desk flags 6" x 10" (with base), flag lapel pins, floating flag pins, Coat of Arms pins/cards, maple leaf pins and flag stickers. In order to receive this material, you are asked to complete the attached form and to return it by fax duly signed by yourself, to the attention of State Ceremonial and Corporate Events Directorate at ([...]) [...]-xxxx. For questions or specific concerns, please contact Ms. Ruth BaCon, Director, State Ceremonial and Corporate Events at ([...]) [...]-xxxx. The delivery can only be made to your Parliament Hill office. A delay of approximately two weeks is to be expected between receipt of request and actual delivery, bearing in mind processing from the warehouse and postal/clearing centre for security reasons. La livraison de votre allocation annuelle ne peut se faire qu’à votre bureau de la Colline du Parlement. Vous devez vous attendre à un délai d’environ deux semaines, puisque votre commande doit être assemblée à l’entrepôt, puis acheminée au centre postal d’inspection pour des fins de sécurité. Allocation

Whilst a number of different items are included in the allocation, the type and quantity sent to each parliamentarian is fixed. MP's receive approximately twice the amount of promotional items as Senators. The Department of Canadian Heritage sets aside a reserve in case an election is called, so that all new Members of Parliament would automatically receive an allotment package.
