Bruno Villalobos
Bruno Arnoldo Villalobos Krumm (born 19 November 1959) is a retired Chilean police officer who served as General Director of Carabineros de Chile from 2015 to 2018. Appointed by President Michelle Bachelet, he succeeded Gustavo González Jure and remained in office until shortly after Sebastián Piñera began his second presidency.
Early life and education
Villalobos was born in Concepción on 19 November 1959. He entered the Carabineros School in 1979 and graduated in 1981 as a second lieutenant of Order and Security.
He later attended the Academy of Police Sciences, where he completed advanced officer training. His professional specialisations included order and security, mountain and border police services, and project evaluation. He also undertook postgraduate studies related to intelligence analysis and crisis management.
Police career
Villalobos began his operational career at the 12th Police Station in San Miguel in 1982. He subsequently served with the Santiago Sur Prefecture, the Special Forces and the Presidential Guard. In the early 1990s, he was assigned to the Chacalluta police unit in northern Chile, where he served as deputy commissioner.
From 1997, Villalobos developed much of his career in police intelligence, serving in the Intelligence Directorate of Carabineros. He was promoted to major in 1998 and lieutenant colonel in 2004. In 2006, he was appointed head of the Presidential Security Department, with responsibility for the protection of President Michelle Bachelet.
Villalobos was promoted to general and appointed director of intelligence in 2008. He later headed the Directorate of Borders and Specialised Services and, after his promotion to General Inspector, served as head of the Santiago Metropolitan Zone. In 2014, he became director of the newly established National Directorate of Intelligence, Drugs and Criminal Investigation.
General Director of Carabineros
On 11 August 2015, President Michelle Bachelet designated Villalobos as the next General Director of Carabineros, succeeding Gustavo González Jure. He formally assumed command on 8 September 2015.
During his tenure, Carabineros implemented its 2016–2019 institutional strategic plan, which emphasised community integration, professional standards, operational performance and inter-agency coordination. The institution also expanded its community integration policing model and established the School of Intelligence, Drugs and Criminal Investigation.
The latter part of Villalobos's tenure was marked by a series of institutional controversies, including investigations into the misuse of police funds and the handling of Huracán Operation, an intelligence operation directed against alleged members of Mapuche organisations. These episodes contributed to growing scrutiny of Carabineros and its intelligence structures.
On 12 March 2018, one day after Sebastián Piñera began his second presidential term, Villalobos resigned as General Director. Piñera accepted his resignation and announced plans for a broad modernisation of Carabineros and a restructuring of the police intelligence system. Deputy General Director Julio Pineda Peña temporarily assumed command before Hermes Soto was appointed as Villalobos's permanent successor.
Later life
Following his resignation, Villalobos retired from Carabineros after nearly four decades of service.
In subsequent years, he became the subject of judicial proceedings concerning events that predated his tenure as General Director, as well as investigations related to the alleged misuse of reserved police funds.
