Arturo Besa
Arturo Besa Navarro (1844 – 2 November 1921) was a Chilean politician who served in the country's Chamber of Deputies.
He entered the Chamber of Deputies in 1897 as representative for Copiapó, Chañaral, Vallenar and Freirina. During the 1897–1900 legislative term, he served on the permanent finance committee. He was reelected for the same constituency for the 1900–1903 term, although his parliamentary service was interrupted by his appointment as Minister of War and Navy, a portfolio he held between 1900 and 1901.
In addition to serving as Minister of War and Navy between 1900 and 1901, he returned to cabinet office during the presidency of Juan Luis Sanfuentes. In 1917, he was appointed Minister of Foreign Affairs, Worship and Colonization. Between September and October of that year, he simultaneously held the Interior portfolio.
Following his ministerial service, he returned to parliamentary politics and was again elected senator for Maule for the 1921–1927 term. He served on the permanent committees for government and elections. He died on 2 November 1921, only months into the new legislative term, and his Senate seat was subsequently filled by Romualdo Silva.
Early life
He studied at the Instituto Nacional and later at the University of Chile, where he qualified as a geographical engineer in 1879.
After completing his studies, he settled in Chañaral, where he became involved in the copper industry, working on mineral processing and smelting. He remained active in the sector for approximately 35 years. He later moved to Valparaíso and became involved in efforts to develop the sugar refinery in Viña del Mar.
Political career
A member of the National Party, he began his political career in municipal government. He served as a municipal councillor in Valparaíso from 1882 to 1891 and subsequently held the same position in Viña del Mar from 1891 to 1894.
In 1894, he was elected mayor of Viña del Mar, serving until 1897. During his administration, the municipality undertook infrastructure planning, including preliminary studies for sewerage systems serving Valparaíso and Viña del Mar.
In 1903, he was elected to the Senate for Maule and served on the permanent finance committee. He retained his seat in the 1909 election for a second senatorial term, during which he was assigned to the permanent committee for war and naval affairs.
He secured a third consecutive term as senator for Maule in 1915. During this period, he served on the permanent committees for government and finance. His senatorial tenure was interrupted in 1917 following his appointment to the cabinet of President Juan Luis Sanfuentes.
He died on 2 November 1921, before completing his fourth term as senator for Maule.
