Alexey Mikhaylov (economist)

Alexey Yuryevich Mikhaylov () (31 March 1987) is a Russian economist and Artificial Intelligence researcher that is Candidate of Economic Sciences.

He has been an associate Professor at the Financial University under the Government of the Russian Federation since 2013, Head of the Laboratory for the development of artificial intelligence algorithms since 2017. He has been an expert at the Russian Ministry of Education and Science, the Russian Science Foundation, and the Kuban Science Foundation since 2022. RBK's expert on artificial intelligence since 2023.

He is also an employee of the Institute of China and Modern Asia of the Russian Academy of Sciences, a visiting professor at the China University of Petroleum and a visiting professor at the Universiti Brunei Darussalam since 2022. Researcher at the Western Caspian University and Baku Eurasian University since 2024.

Early life

Alexey Yuryevich Mikhailov was born on 31 March 1987 in Korolyov. In 2009, he graduated from the Financial Academy under the Government of the Russian Federation (FA) with a degree in Public and Municipal Administration. In 2013, he graduated from the Institute of Economics of the Russian Academy of Sciences with a degree in Economics.

Career

He was the economist at the Central Bank of Russia from 2007 to 2011. In 2013, he defended his PhD thesis in Finance, Money Circulation and Credit on the topic "Assessment of the effectiveness of the use of investment fund assets" (the scientific supervisor is Oleg Sukharev).

Since 2013, he has been a researcher at the Center for Financial Research at the Financial Research Institute of the Russian Ministry of Finance. Since 2017, he has been Head of the Thomson Reuters Laboratory of the Department Of Banking and Financial Markets at the FA. He is also the Deputy Director of the Monetary Relations Research Center.

Scientific works

He has worked in the field of research on various aspects of artificial intelligence (AI), decentralized finance, behavioral theory of economics, renewable energy sources, asset price forecasting models, innovation management, investment project evaluation, as well as new institutional economics, publishing articles in international peer-reviewed journals. His research interests include AI, machine learning, sustainable development, financial markets, cryptography, and innovation. He specializes in AI, energy, economics, econometrics and finance, business, management and accounting, ecology, materials science, mathematics, computer science, psychology, social sciences.

In 2013-2025, he developed and teaches training courses: tokenomics, digital business, information technology in banks, derivative financial instruments, fundamentals of trading, financial markets, project management, creation of a project team, management of international projects.

He is a guest editor of several special issues of international journals.*

  • He is or was on the editorial boards of the following international journals: International Journal of Energy Research, Journal of Open Innovation: Technology, Market, and Complexity, Orbis, Journal of Advanced Thermal Science Research, Thermal Science and Engineering, Green and Low-Carbon Economy, International Journal of Energy Economics and Policy. He also serves or has served on the editorial board of Russian journals such as Banking, E-management, Journal of Finance.

Visiting Professor of Renewable Energy Consumption and Economic Growth (2022), Energy Market Risks and Regulation at the School of Economics and Management, China University of Petroleum (2023, 2024). Invited Professor and Keynote Speaker at the Symposium at the Universiti Brunei Darussalam on 7 August 2024.

Author of over 50 scientific publications and conference proceedings indexed in Scopus and Web of Science, author of over 200 scientific publications indexed in the relevant scientific databases, and author of 8 scientific monographs. He is also the author and co-author of several monographs and textbooks. As of July 2025, he has the highest Hirsch index among Russian economists: according to Web of Science - 29, according to Scopus - 51, according to Google Scholar - 58. He is in the top 2 % of the most cited scientists (as of August 2024), is among the top cited young scientists according to MDPI (2024).

He participated in special sessions of the Korean Society for Open Innovation (SOI). He is a member of the Council of Young Scientists of the FA, the Financial Markets Association ACI Russia, the Financial Market Professional Qualifications Council, the Russian Association of Cryptoindustry and Blockchain.

Together with his team, he formed the theory of cryptoasset prices and developed the theory of general artificial intelligence. With Y. N. Sotskov, he contributed to the development of the theory of schedules within the framework of the RNF project. He formed a database of renewable energy generation sources and carbon dioxide emissions used for analysis by artificial intelligence and fuzzy logic methods. He also created a database for forecasting BRENT, WTI, URALS oil prices and discounts and a database of performance indicators of pension systems of countries around the world obtained by artificial intelligence and fuzzy logic.

He speaks and teaches fluently in English.
