Ahmed Gadalla
Ahmed Gadalla (also known as Ahmed Alushibe) is a Libyan businessman and industrialist. He is a founder and chairman of Alushibe Holding Group and chairman of Tosyali SULB Steel Industries, a Turkish-Libyan joint venture developing a direct reduced iron (DRI) complex in Benghazi, Libya. He is also chairman of the Libyan Cement Company (LCC). His business activities have included trading, consumer goods, cement production, food manufacturing, engineering and steel production.
Early life and education
Gadalla is from Benghazi, Libya. He attended the University of Garyounis, now the University of Benghazi, where he earned his bachelor's degree in industrial engineering. His early commercial activities focused on automotive products and trading before expanding into distribution and other business sectors.
Alushibe Holding Group
Ahmed Gadalla is the founder and chairman of Alushibe Holding Group, a diversified business group with activities across several sectors, including consumer goods, industry, engineering, healthcare, retail and services.
The businesses that later became part of the group developed from Gadalla's earlier trading and distribution activities. Over time, the group's interests expanded into a larger industrial and manufacturing projects in Libya.
Libyan Cement Company
Gadalla is chairman of the Libyan Cement Company, a cement producer headquartered in Benghazi. The company operates cement-production facilities in eastern Libya and has been undertaking rehabilitation and modernization work across its operations.
LCC's activities include the Benghazi, Hawari and Al-Fataiah cement plants. Recent work has focused on restoring and upgrading production facilities, improving operational reliability and introducing newer production technology.
The company has also undertaken work to rehabilitate production facilities and restore operations at plants that had been closed following damage and interruptions caused by the conflict in Libya.
Steel Industry
Ahmed Gadalla is also ACTIVE in Libya's iron and steel industry. He serves as chairman of the Libya United Steel Company for Iron and Steel Industry (SULB). In partnership with Turkish steel producer Tosyali Holding, SULB established Tosyali SULB Industries to develop a large direct reduced iron complex in Benghazi.
Ahmed Gadalla subsequently became chairman of Tosyali SULB, the joint venture responsible for developing the project.
The project is being developed at Ras Al-Mangar, east of Benghazi, and is designed around direct reduced iron (DRI) production. The planned complex is intended to use natural gas initially, with technology capable of transitioning toward greater hydrogen use in the future.
In September 2026, Reuters reported that the project was expected to attract approximately 2.5 billion dollars in investments. Moreover, more than 90 percent of the projects output was planned for export, while the complex would also produce rebar and pipes for the domestic Libyan market.
The project's location on Libya's Mediterranean coast places it within reach of both European and African markets. Gas-supply arrangements for the first phase have been finalized, while a dedicated power station is being built to provide a large share of the complex's electricity needs.
Business activities
Alongside cement and steel, Gadalla's wider business interests though Alushibe Holding Group have included consumer goods, food manufacturing, engineering, healthcare, retail and services.
Gadalla had also been involved in industrial projects in Libya involving the rehabilitation of existing production facilities and the development of new manufacturing capacity.
Public profile
Gadalla has spoken publicly AbOUT the role of private investment and international partnership in developing Libya's industrial sector. In statements concerning Tosyali SULB, he has emphasized Libya's geographic position between European and African markets and potential for locally produced iron and steel products to serve both domestic and export markets.
His industrial projects have also involved partnerships with international companies, including Tosyali Holding, Midrex Technologies and SMS group in the development of the Benghazi DRI complex.
