Biography
Insunza was born in San Carlos in 1868, the son of José María Insunza and Natalia Ortíz. He studied humanities at the Instituto Nacional, but family circumstances led him to devote himself to agricultural activities.
He entered local public life in 1894 as a municipal councillor in San Carlos, serving for six years. He was subsequently elected first mayor and held that position for five consecutive years.
His parliamentary activity focused particularly on the material development of Ñuble Province, including railways, telegraph services and public schools.
