Introduction
The Small City Commerce Project, included in Leonardo da Vinci European Programme , aims to transfer and adapt and innovative training programmes and material in the small and medium enterprises sector. In the last few decades and due especially to the continuous transformation of the economy, small businesses have found themselves having to take great efforts, often without results, to achieve an improvement in competitiveness. This situation is even more difficult for the small companies that exist in small towns, and which have to compete with the larger retailers in neighbouring cities, absorbing almost the total demand of the consumers. On the other hand, most of the training programmes and materials are focused on the large companies, especially the more complex ones, related to quality management systems, knowledge management systems and business networks.
The result is a lack of these specially designed tools catering to the specific needs of small town businesses. The Small City Commerce Project, thus, aims to develop a training plan that covers all these needs offering small businesses the opportunity to understand the advantages of training their personnel and the advantages of applying quality control systems, knowledge management systems, and especially, the advantages of the business networks based on the on-line company model.
The Small City Commerce Project
To achieve the main objective of the project, first of all, Small City Commerce Project will analyse the needs of the SMEs of commerce sector in small cities. With the results os this analysis it will be developed a training programme which caters to the specific needs of the sector. The training material will thus be aimed at managers, directors and employees of the small and medium enterprises operating in the services sector and located in the smaller cities.
In a second stage, an evaluation of the training plan and course materials will be carried out to ensure quality and improvement. Finally, the final results will be transferred in each of the participating countries and across the rest of Europe. It is hoped that one of the principal benefits of the programme will be the creation of network of SMEs in the independent retail sector to facilitate communication between the enterprises.

Participationism
It's roots and incubation stems from the founders collaborative efforts and experiences as art directors working with writers in advertising.
What sets participationism apart from other art movements is it's inclusive nature. It takes a minimum of two people to inspire a work. One's participation can be a simple as a word, a mark, a sound a thought, a motion an edit or as complex and the remaining portion of the completed work. One prime example of "Participationism" is Mike Tesch's Rhyme art. link titleTesch ask the participant and buyer to give him a "word" for inspiration. And he then creates the final painting including the provided word.
