WHOA-LP

WHOA-LP is a community low power FM ("LPFM") radio station preparing to sign on in the Raleigh-Durham radio market.
History
Valley Stream of Raleigh Homeowners Association, Inc., the homeowners association for the Valley Stream community in northeastern Raleigh, was granted a construction permit by the Federal Communications Commission to build WHOA-LP on April 2, 2014. The permit for WHOA-LP would be only the third LPFM construction permit granted within Raleigh city limits, joining and 101.9 WKRP.
The association's Board of Directors applied for and received the call sign "WHOA" upon learning it was available, selecting it over a series of alternatives (including "WASP-LP" and "WWEW-LP"). The station, which is scheduled to begin broadcasting on December 1, 2014, will broadcast at 95.7 Megahertz from a studio location adjacent to its community pool facility, which is currently undergoing renovation to facilitate broadcasting. The station's transmitter location will also be within the community, positioned on Association-owned property on Jelynn Street.
Format
Established with the intent of providing homeowners with information about the Valley Stream and surrounding communities, it is expected that WHOA will also serve as a free-form station for residents. Among the station's goals are to attract adults and teenagers with an interest in broadcasting, giving them opportunity to express themselves creatively. A specific programming lineup has yet to be determined.
