Viorel Chivriga

Viorel Chivriga born ( July 27, 1965) is a Moldovan economist and agriculture expert. Author of economic and business articles, he has also been involved in multiple policy projects in Moldova and outside its borders. Viorel Chivriga contributed with 41 scientific articles on commerce, public finances, agriculture and economic policies. On sixth of November he became the Vice President of the Democratic Action Party.
Biography
Viorel Chivriga was born in village, part of Ungheni district. He completed the secondary education in Andrei Chivriga Lyceum, named after his father Andrei. In 1991 he finished a Phd degree in natural selection at Agrarian University of Moldova. During this period, he authored 8 scientific papers on the effects of electromagnetic fields on the corn seeds. After USSR dissolution, he pursued a second Master degree in Management at the National School of Political and Administrative Studies in Bucharest.
In 1997, he joined the Institute for Development and Social Initiatives IDIS "Viitorul" being attributed the function of project expert. In the upcoming years he established himself as the most known economic expert in the institute by authoring 41 scientific publications and by being cited in more than 300 press articles. In 2009 he was appointed on the position of Director of Functional Market Economy Department. In 2002, he became a permanent member of the Coaltion for Rural Economical Development, later named the Co-president of the organization. In 2010 became the member at the Consultative Council of Economy Minister and the Secretary of the Civic Council of Customs Office.
Economical Career
Viorel Chivriga is an active promoter of Austrian School of economics principles in Republic of Moldova. He considers that the laissez-faire model of economic development must be the main objective of Moldovan economy (the state intervention in the market must be minimal). Following, Viorel Chivriga argues that other austrian ideas are also true for Moldovan case, in time of crisis, the government should impose austerity measures in addition to the implementation of stabilizing economic reforms . Viorel Chivriga is an active advocate for European integration of Republic of Moldova and for removal of all exports constraints of Moldovan products .In the period betwern 2004 and 2011, he was one of the leaders who founded CDER, a large coalition of NGO and profit seeking companies, which influenced the disposal of all trade restrictions imposed by the communist GovernmentThe CDER also made possible the improvement of institutions which were asked to seek for foreign investment and the reduction of beaurocracy in Economic Ministry agencies While being the Secretary of the Civic Council of Customs Office, he advocated reforms for elimination of corruption and bureaucracy in Customs system.
Regarding the agrarian sector, Viorel Chivriga excelled in assisting the farmers after the privatization, which happened in 2000 . He stated the Government assistance should be provided to all farmers not taking in consideration their size and capital power. . These ideas were brought into being by Moldovan Government, which accepted a subsidy system for farmers in 2007..
Political Career
In 2009 he was called to be the Minister of Agriculture in the governmental team of the Liberal Democratic Party of Moldova, locally known as the PLDM.
On November 6, 2011, the Democratic Action Party's Congress elected Viorel Chivriga as the Vice President of the party and the Head of Chisinau local party organization.
