Judge Syed Nisar Hussain served as the Secretary for Land and Revenue in the State of Jammu & Kashmir during the reign of Maharaja Hari Singh and his son Karan Singh. He was born in Jalandhar, Punjab. He settled in Kashmir and married his distant relative. After partition in 1947, he was invited by Muhammad Ali Jinnah and his political aides to the newly-formed state of Pakistan to serve as one of many governors. But he politely declined the offer citing personal reasons. After retirement, he went to great lengths to discover his family tree. As a Syed, he could trace his roots back to the Prophet Muhammad. Hussain also discovered his great-grandfather was the Governor of Ladakh and was later betrayed by British dipomat Sir Thomas Douglas Forsyth. He died in 1975 and was survived by his wife and five children (one boy and four daughters).
