SCADALAB Project

SCADALAB Project has been launched in late 2012 with an estimated duration of 2 years. It's co-founded through the program "Prevention, Preparedness and Consequence Management of Terrorism and other Security-related risks" with the European Commission's Directorate-General Home Affairs' founds.
The SCADALAB Project was the answer to one of the calls for proposals issued by the EU in 2011.
Its main goal is to start a SCADA laboratory platform that allows technological security evaluations on Critical Infrastructures.
Context
Critical Infrastructures can suffer attacks causing a serious damage to society. Because of that, the European Council insisted to the Commission to develop a global strategy for Critical Infrastructures' protection that lead into the creation of the Green Paper.
On February 12, 2007 the Council established the program "Prevention, Preparedness and Consequence Management of Terrorism and other Security-related risks" located within the "Security and Safeguarding Liberties" General Programme.
On December 8, 2008 the Council directive 2008/114/CE5 on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection is established.
On March 30, 2009 the Commission offers a communication on Critical Information Infrastructure Protection [COM (2009) 149 final]
Project Description
SCADALAB Project focuses on increasing Critical Infrastructure protection capacity in strategic sectors (transport, energy, ICT, chemical, financial, water, food, health, space, research, nuclear, etc.) by developing a laboratory which allows technologies that prevent, detect and mitigate cyber-attacks in EU Member States.
Activities go from identifying potential threats for industrial frameworks cyber-security, defining a methodology for testing, building a test bed infrastructure, allowing remote testing and sharing results.
Objectives
The aim of the project is to solve specific problems of current insufficient security measures taken to protect industrial control systems with two main objectives:
Development of a laboratory for security testing utilized by Critical Infrastructures security responsible in order to maintain the EU security environment of critical infrastructures.
Reuse existing assets, knowledge and equipment in an efficient manner with concrete and realistic benefits to achieve by the end of the project:
* Definition of security requirements for industrial control systems and a concrete methodology for security testing.
* Development of a security laboratory close to the real environment and tested.
* Creation of a tool to facilitate efficient testing channels and remote test bed as a service.
* Creation of a tool for effective ways of sharing results and experiences.
* Smart online and offline dissemination of results for beneficiaries in public and private sectors in the EU.
Impact and expected results
The expected impact of the project activities is a clear step forward in the critical infrastructure protection and social benefits:
* In the short term, it provides CI protection to end users and beneficiaries with a SCADA laboratory platform designed to support critical infrastructures security.
* In the midterm the test bed enhances cooperation adding other sector scenarios and scales to other Member States countries using a common framework.
* In the long term it is expected to contribute to the establishment of a European Homeland Security environment for the protection of European CIs.
