Rajesh Khullar (RK Khullar) is a senior Indian Administrative Service (IAS) officer and author. He is the current Principal Secretary to the Chief Minister of Haryana, Manohar Lal Khattar. Previously, he served as Joint Secretary in the Department of Economic Affairs, Ministry of Finance, Government of India. Biography and Career Khullar graduated from Panjab University with a Master's degree in Physics in 1984. He was pursuing a degree in optoelectronics and optical communication at Indian Institute of Technology Delhi (IIT Delhi) when he qualified for the Indian Civil Services examination and joined the IAS in 1988. Khullar also holds a Master's degree in public policy from GRIPS, Tokyo, Japan. Khullar designed schemes to check amniocentesis and female foeticide, promote immunization and education of young girls, and to fight early marriages of girls by the name 'Apni Beti, Apna Dhan' in 1994. He also involved government primary school teachers in writing new textbooks, inspired farmers to conserve water by not growing paddy, helped make the cities of Faridabad and Gurgaon stray cattle-free, and designed the structure of India's Infrastructure Debt Funds.
