Pri-fi

“Pri-Fi” = A broadband delivery model in which a private-sector wireless provider constructs, own, and operates a WiFi network in a city without requiring any substantial commitments from the city or exposing the city or its taxpayers to any financial risk.
When such projects fail, opponents of municipal broadband misrepresent them as failed municipal projects and cite them as proof that public broadband projects are failures. Examples of this misleading mindset can be found at http://reason.org/blog/printer/1006284.html and http://www.heartland.org/publications/infotech%20telecom/article/25016/Wisconsin_Towns_Go_Wireless.html
Pri-Fi as coined here:

Opposite: A true Municipal Wifi network would be owned an operated by a governmental entity.
