Paul V. Kane
Paul V. Kane is an American Iraq War Veteran, a published writer/author, a Fellow at Harvard's International Security Program at the John F. Kennedy School of Government, with experience working at the UN, on Capitol Hill, and in venture capitalism abroad.
Early life
Born in Washington D.C. Grew up in Maryland and educated in the local parochial and public schools.
Capitol Hill
During 1981, Kane worked six months as a junior staffer in US Senator Paul S. Sarbanes (D-Md) congressional office monitoring committee activity on banking, human rights and environmental issues. From 1981-82, Kane served on US Senator Edward M. Kennedy's congressional staff. He was assigned to handle inquiries from concerned constituents, assist with political social events, and monitor committee activity for Kennedy aide and senior advisor, Carey Parker. That same year, Kane traveled to Ireland and Northern Ireland to interview those involved in the conflict between Irish nationalist groups (IRA, Social Democrats Labor Party, etc.) and unionist groups, including MP John Hume, head of the SDLP and a subsequent co-recipient of the Noble Peace Prize.
UN
During 2005-2006, Kane performed special service work on an assignment as the head of a joint task force within the UN's Department of Peacekeeping Operations (DPKO) at UN Headquarters (UNHQ) in New York City. The task force's mission was to review the 18 ongoing peacekeeping interventions and operations the UN had operational then across the globe. There were 110 "troop contributing countries" to the UN DPKO that the task force reviewed, analyzed and evaluated (mission, personnel, financials, participation) in order to make recommendations on how future contributions of troops by various countries should be reimbursed by the UN. This group surveyed how much the various countries paid their troops, how UN peacekeeping operations were typically configured. This was the first survey of such data using open sources since 1993. Kane made recommendations to the DPKO that were received and approved by the UN Fifth Committee and put forward to the UN Secretary General for reform in UN policy.
