Paul Oluikpe

Paul Ihuoma Oluikpe is a Nigerian author. He is known for his novel, Dead on Arrival (2013) and for his work on financial inclusion.
Early life and education
Oluikpe was born on the 12th of July, 1972 in Kputuke, Nvosi, Isiala Ngwa South of Abia State, Nigeria. He attended Ovuokwu Omoba Secondary School and Ihie High School, and proceeded to Abia State University, where he obtained a Bachelors degree in Library Studies in 1998. He thereafter left for the United Kingdom to study at Loughborough University, UK, where he obtained an MSc from the School of Business and Economics in 2003 and a PhD in Civil Engineering in 2007. He also attended the University of Oxford for a postgraduate programme in strategy and innovation and finished with a distinction from Oxford's Saïd Business School. Oluikpe is a Chartered Banker and a member of the Chartered Institute of Bankers of Nigeria.
Career and professional achievements
Oluikpe returned to Nigeria in 2009 to work for the Central Bank of Nigeria where he has led financial inclusion efforts across Nigeria, to reach vulnerable people with financial products and services. In recognition of his work on financial inclusion, green finance and climate change, Oluikpe was honoured by the Alliance for Financial Inclusion with a Technical Leadership Award at the 2023 Global Policy Forum in Manila, Philippines. He was also recognised by the British Council in 2017 for professional achievement and also won the Emerald Citation for Excellence Awards in 2015 for his paper "Developing a Corporate Knowledge Management Strategy". He is an expert on the Council on African Security and Development (CASAD).
Literary work
Oluikpe's novel, Dead on Arrival (2013), mirrors the Nigerian Civil War and its impact on a small village in South Eastern Nigeria while The Campus Mafia (2006), a short novel, provides a narrative depicting the evils of campus cultism in Nigeria. His most recent book, Swim or Sink: Policy Dynamics in Challenging Environments (2024) identifies seven forces which determine policy success or failure, and focuses on the art of interacting and engaging with public opinion to achieve policy objectives.
Musical works
Oluikpe is a gospel musician with an extensive discography to his credit and some of his selected works include You are God, Tell Me Why, Know You More, Obuliwom Elu, I Give Myself to You and the Rock that never fails. Oluikpe is the host of God of Heaven Concert. At the maiden edition in 2017, he hosted Frank Edwards, Chris Morgan, Solomon Lange, Prospa Ochimana and Late Osinachi Nwachukwu.
