Paul Carmouche

Paul Carmouche is the current District Attorney of Caddo Parish, which includes Shreveport, Louisiana. He is currently running as the highly favored Candidate for the Louisiana 4th District in the U.S. House of Representatives.

Early Life and Education
Paul was born and raised in Napoleonville, LA, where he attended school before receiving his Juris Doctorate from Loyola University in 1969.
Carmouche began his career in the District Attorney’s office as an assistant district attorney in October of 1973. Carmouche served under former District Attorney John Richardson before taking the job of Chief Counsel of the Caddo Indigent Defender Office. During his career as a trial attorney he has tried more than 70 felony cases, including charges of First and Second Degree Murder, Aggravated Rape, Kidnapping and Armed Robbery.

On September 16th, 1978 he successfully ran for the position of District Attorney over all of Caddo Parish. During his tenure he added an array of new services to the department including a Pretrial Diversion Section, Victim/Witness Section, Domestic Violence & Sexual Assault Section, Child Support Division, Hot Check Section, White Collar Crimes Section, Sex Crimes Screening Unit and a Homicide Screening Unit. He also obtained funding to hire investigators for all of the criminal sections and well as full computerization to make records more openly accessible.

Bid For Congress
In March of 2008 Carmouche announced he was running for the Congressional seat of retiring Representative Jim McCrery. According to his website he is running on a moderate platform including such issues as additional drilling, increased funding for specialized education and gradual withdraw of troops from Iraq. Although a Democrat, Carmouche has also stated he is pro life and pro gun rights.
Early polls have shown Carmouche to be the favored candidate in the race. He is currently involved in a Democratic runoff and expected to participate in a December special election.

Personal
Carmouche has served as President of the Louisiana District Attorney’s Association, and is a member of the National District Attorneys’ Association, Louisiana Bar Association, Shreveport Bar Association and is admitted to practice before the Federal 5th Circuit Court of Appeal and the U.S. Supreme Court. Carmouche has also served on numerous state committees such as the State Task Force on Child Fatalities, State Task Force on Child Sexual Abuse, Louisiana Sentencing Guidelines Commission and the Louisiana Commission on Law Enforcement. He is currently President of the North Louisiana Crime Lab Commission, which is instrumental in securing monies to build a new crime lab and morgue for all parishes in North Louisiana
Carmouche is married to Marti Carmouche and together they have two children.
