The New California Republic (NCR) is a fictional government from Fallout 2 and Fallout: New Vegas. History The New California Republic has its roots in Vault 15, one of several such underground survival shelters. When the vault's door opened, its people migrated west and founded the town of Shady Sands, northeast of Los Angeles. The town was able to overcome the harshness of the desert and radiation, though it had problems with a group of raiders, the Khans, and mutated scorpions. However, thanks to the help of an outsider from Vault 13 (who would become known eventually as the Vault Dweller), Shady Sands overcame these problems and continued to thrive. Soon, trade and cooperation with the nearby city-states of Hub and Junktown lead to the foundation of the New California Republic. Once established, the republic reorganized its territory into the states of Shady and Hub. Later, other states were admitted into the republic: Los Angeles (presumably the entire city), Dayglow, and Maxson. These states are known in the original Fallout as Boneyard, The Glow, and Brotherhood of Steel, respectively. The NCR continues to pursue an expansionist policy. By Fallout 2 they wish to annex Vault 15, Redding and Vault City, but have had varying success. Government and politics The New California Republic is unitary republic with an unicameral legislature. The single body is called the Hall of Congress, which elects a president, who serves as the country's head of state, and a vice-president to head its sessions. There is no term limit as one president, Tandi, served for over 50 years. Compared to most of the areas in the wastes, the NCR is a haven for civilization. President Tandi has dedicated her service towards rebuilding the surrounding areas, improving communications, and fostering trade. Discrimination is not an issue. Private weapon ownership is allowed, though public display is illegal. They have outlawed slavery (which they enforce with questionable zeal), gambling, prostitution, public drunkenness, and drug use. However, their means of enforcing these laws can be seen as heavy-handed. Given the harsh environment of the area, though, it is a debatable subject. The government's name reflects that of the real-world California Republic, a 19th-century Californian revolt against Mexican rule. That government's Bear Flag later became the basis for the Flag of California; the New California Republic's flag is similar, with a two-headed bear instead, suggesting a mutation. Military To protect its borders and territorial possessions from any external threats, the New California Republic fields an army larger than any other in the wastes (though doesn't qualify as one compared to prewar standards). There is no discrimination within the NCR military; it allows humans, ghouls, and mutants into its ranks. One of its special units is the Rangers, used to strike at slavers outside of the republic's borders. Internal security is maintained by marshalls. Economy Though they have limited manufacturing capabilities, the majority of the New California Republic's economy is supported through agriculture, specifically the trading of brahmin (a two-headed mutated cow) as a source of meat and leather.
