National Ballot Access is a petition drive management company that primary works on libertarian and conservative ballot measure issues.

Testimony in Lawsuit
In 2007, Baggett testified in the Yes on Term Limits v. Savage lawsuit. The lawsuit prompted change in favor of the citizens' initiative process. The United States Court of Appeals for the Tenth Circuit overturned residency requirements for petitioners. The 10th Circuit also denied a re-hearing of the case. The case was never appealed to the Supreme Court of the United States.
