Mushtaq Pahalgami

Mushtaq Ahmad Magray 'Pahalgami' (born 1981, Pahalgam, District Anantnag, India) is a Social Activist and environmentalist, working on social issues concerning youth and women. Pahalgami has worked closely with many other Environmental and Social Activists in the region, including environment and human rights lawyer Parvez Imroz. Mushtaq Pahalgami is also founder president of the NGO Himalayan Welfare Organization, Pahalgam, committed to service in the areas of Healthcare, Environmental protection and conservation, Tourism, Education, Poverty Reduction and Alleviation, Human Rights, , , Preservation of the world famous Kolahoi Glacier and Lidder River and Sind River. Mushtaq Pahalgami also works with various trade unions and social organizations like Pahalgam Collation of Unions Pahalgam, Hotel/Guest House Owners Union, Pahalgam Travel and Tour Operators Union, Pahalgam, Pahalgam Tent Union Pahalgam, Pahalgam Peoples Welfare Organization, Pahalgam etc. He and his team at HWO are known in the region for organizing free medical camps, educational conferences, environment preservation and awareness programmes, seminars and symposiums about Right to Information, Public Education and Healthcare, Drug deaddiction, Animal rights, Sanitation and Hygiene.
Environmental Advocacy
Pahalgami has campaigned aggressively for Environmental Conservation in the Himalayan region, particularly in and around Pahalgam. The Himalayan Welfare Organization, Pahalgam (HWO, Pahalgam) has organised over 30 camps and information campaigns to promote and ensure conservation of the natural ecosystems of the Lidder and Sind rivers as well as the Kolhoi Glacier. The Himalayan Welfare Organization, Pahalgam, organized a day long environment and sanitation Awareness Camp at Pahalgam on World Environment Day, 05-06-2014 at Pahalgam, with the support of Pahalgam Development Authority, Pahalgam, Muncipal Committee Pahalgam, and Pahalgam Travel Tour Operators Union. "Saving Environment is the need of the day,the way we are destroying environment will lead to the destruction of the life from this earth, therefore it’s necessary that we should Save Environment and everyone should contribute and should do something to save Environment", says Pahalgami. The Himalayan Welfare Organization, Pahalgam, celebrates the World Environment Day every year on the fifth of June, acknowledging an urgent need to raise global awareness about the need to take positive environmental action.
RTI and PSGA Campaigns
The Himalayan Welfare Organization, Pahalgam, under the leadership of their president Mushtaq Pahalgami organised a 'One Day Awareness Camp' about the Jammu and Kashmir Right to Information Act, 2009 and Jammu and Kashmir Public Service Guarantee Act, 2011 with the support of 'Collation of Unions', Pahalgam on 10-09-2013 at Pahalgam; highlighting provisions under those acts including statutory laws which guarantee time bound delivery of services for public services rendered by the government to citizens, provisions and mechanisms for punishing the errant public servant who is deficient in providing the service stipulated under statute.
Pahalgami and his team have filed and fought more than 250 RTI and PSGA cases, particularly concerning Land Grab, illegal construction and illegal land-use in and around Pahalgam, ensuring implementation of the 2008 J&K High-court order staying all Construction and repair in the region, and resulting in positive intervention in and more than two hundred notices served to the Department of Social Welfare, Ministry of Tourism, Department of Education, Department of Consumer Affairs, Department of Public Distribution, rural Development, Ministry of Environment, Forest Department, (Amarnath Yatra) Shrine Board, Integrated Child development project; GOI, and State Aseembly Secretariat among others.
Intervention in Education, Public Healthcare and
On the 12th of June, 2014, the Himalayan Welfare Organization, Pahalgam jointly with Tent Union Pahalgam, organised a special programme at town hall, Pahalgam about the World Day Against Child Labour, highlighting the plight of children working under harsh conditions. Executive Officer Municipal Committee Pahalgam Bashir Ahmad Dar was the chief guest and key speaker at the event, with Mushtaq Pahalgami giving a special presentation on child labour elimination efforts in the region and beyond.
A One Day Educational Conference was held at Pahalgam, on the 29th of April, 2014 by the Himalayan Welfare Organization, Pahalgam (HWO, Pahalgam) under Mushtaq's leadership, in Collaboration with SSA, RMSA Zone Aishmuqam, Kashmir Reader (Daily English News Paper) Etv Urdu,and Jammu and Kashmir Bank. Riyaz Ahmad Wani, Chief Execative Officer Pahalgam Development Authority Pahalgam, was the chief guest on the occasion. The gathering was addressed by several dignitaries and noted activists, including Dr Zameer Ahmad Bhat, Dr Mukhtar Ahmad Mir, Mohammad Ashraf Mir President Teachers Forum Zone Aishmuqam Pahalgam and students from the region.<ref name="primary" />
On October 4, 2013, Himalayan Welfare Organization, Pahalgam, represented by Mushtaq Pahalgami, and hundreds of pony wallas celebrated the World Animal Day at Pahalgam, in recognition of the need and urgency of understanding Animal Rights and related issues.<ref name="primary" />
