Mr Fuddlesticks is a fictional cartoon character that was the focus of a cyberstalking investigation by the Renton Police Department. Background The cartoon was created in January 2011 by Sergeant Bill Judd at Xtranormal and parodied a new jail facility, SCORE Jail. The cartoon depicted a uniformed police officer making sarcastic comments to a cartooned jailer. Initially named "Pennytentiary", the video was removed by Judd but was eventually uploaded again under the name of "SCORE Parody" by an unknown user. Investigations An internal investigation was initiated by Renton Police Chief, resulting in Sargent Judd admitting to the cartoon's creation and being demoted for his hand in the creation of the cartoon. Several officers were also demoted or otherwise reprimanded for their knowledge of the cartoon's creation. In September 2011, Sargent Judd submitted an appeal in relation to his demotion. Allegations of cyberstalking During the internal investigation, another YouTube account of "mrfuddlesticks" was created whereby nine other cartoons were uploaded, created with Xtranormal software. Several city officials alleged that some of the videos' elements could be construed as cyberstalking due to the cartoons discussing "real life incidents" and allegations of impropriety by unnamed officers. During the investigations several cartoons appeared on YouTube that mocked the Renton Police Department. The cartoons were defended by several legal scholars, including the ACLU. The criminal case was closed without any arrests or charges in December 2011, but not before multiple public records requests were made for all information regarding the criminal investigation for Mr Fuddlesticks. Aftermath In October 2011, one of the officers suspected to be involved in the creation of the cartoon retired early in response to his role in the investigations.
