Monitoring and Evaluation

Monitoring is a continuous function that aims primarily to provide early indicators to managers and stakeholders on how the Project implementation is progressing and whether correction actions need to be taken.
Evaluation is a selective exercise that attempts to systematically and objectively assess progress towards and the achievement of an outcome.
Monitoring can be achieved through:
1) Applying the right instruments;
2) Progress technical reports;
3) Financial reports;
4) Discuss with the stakeholders;
5) Periodic field visits;
Evaluation is not a one-time event, but an exercise involving assessments of differing scope and depth carried out at several points in time in response to evolving needs for evaluative knowledge and learning during the effort to achieve an outcome.
Objectives of M&E
1) Deviate the FOCUS to the project outcomes targeting the stakeholders expectations;
2) Invest in CONSISTENT processes and procedures;
3) Support the Projects and Offices achieving the RESULTS;
4) Support substantive ACCOUNTABILITY;
5) Build internal CAPACITY and disseminate the Knowledge;
