Laggardship

Laggardship is a neologism coined by Hon. David M. Walker, former U.S. comptroller general, and founder and CEO of the Comeback America Initiative.
Meaning
Laggardship is the opposite of leadership. It is a failure to act preemptively, without adequate foresight and due diligence, essentially waiting for a crisis to occur, and then acting on a reactive basis. The term is often used in reference to our current broken political system, especially in Washington. The concept has been referenced in editorials, consulting blogs, and in a recent article in Healthcare Finance News .
Usage
An sample sentence: "Unfortunately, what we're getting today in Washington with both political parties is laggardship, not leadership."
